BILL ON ANTI-ALCOHOLISM DISCUSSED


Ulaanbaatar, Mongolia, /MONTSAME/ The Civil Hall at the President's Office has hosted an open discussion on voting for a bill on combating an alcoholism altered by the Ministry of Justice and Internal Affairs. It has been co-organized by the state organizations and NGOs who join the National Network for Alcohol-Free Mongolia.
At the discussion, the bill has been presented to the attendees by V.Udval, the Vice-Minister of Justice and Internal Affairs. A proposal from the national network's working group on education and media has been introduced by D.Amgalan, a board member of the Mongolian Evangelical Alliance, and by J.Tsogtsugar, leader of the "Golden chance of life" NGO. The secretary of Mongolia's Evangelical Alliance M.Batbold has introduced a proposal from the national network's group on medical assistance as well.
The draft law has been worked out in frames of the principle that the alcohol beverages are the products that intoxicate people but not the tools to earn money for tax income. This bill regulates alcohol trade and production with economic methods, excise taxes and setting standards and limits.
The majority of the participants have considered as necessary to add some clauses to toughen measures for irresponsible activities of alcohol beverage producers, to allot money from the tax revenue for combating the alcoholism, to close non-standard factories, and to ban alcohol usage among state servants at any state measures.
