Russia introduces DST for the last time

MOSCOW, March 27 (Itar-Tass) -- Russia will introduce for the last
time the daylight saving time at 2:00 on Sunday.
In November 2009, Russia's President Dmitry Medvedev suggested
discussing whether it is sustainable to change the time in the country to
the so-called summer and then back to the so-called winter. On February 8
of the current year Medvedev said that in autumn the country would not
resume the winter time, as changing of time affects the natural biological
rhythms of people and animals and is not reasonable from the economic
point of view.
Russia started using the summer time back in July, 1917. On June 16,
1930 the country introduced the summer time and kept it unchanged
afterwards, an hour ahead of the time zone.
From 1981 Russia started introducing again the summer and winter
times. As the previous change from the time zone still remained, the
actual time differed from the zone time by two hours already.
Prior to 1996, switching back to winter time in Russia and Europe,
except for England and Ireland, was made in late September. Later on, the
UN European economic commission delayed this moment till last Sunday of
October.
First experience of changing time was made in the United Kingdom back
in 1908. Later, other countries followed suit.
In 2010, season time was used in over 100 countries, including the
European Union and most states of the USA. For various reasons, time
remained unchanged in Japan, China, South Korea, several CIS countries
/Tajikistan, Turkmenistan, Uzbekistan, Kyrgyzstan and Kazakhstan/ and in
Georgia.
