RF to have united elections day, rehearsal of federal elections

MOSCOW, March 13 (Itar-Tass) -- Russia organises on Sunday a united elections day in 74 of the country's 83 territories. There will be over 3,200 elections of various levels and local referendums. Almost every furth citizen is included in the lists for voting.
The united elections day is considered to be a grand rehearsal of the ederal elections due on December 4. Voters will elect 20,452 deputies and eads of local settlements of different levels, where 51,685 are egistered candidates.
Regional parliament elections are of special interest. They will be rganized in Russia's twelve territories: in republics of Adygeya,
Dagestan and Komi, in the Kaliningrad, Kirov, Kursk, Nizhny Novgorod,
Orenburg, Tambov and Tver regions, and in Khanty-Mansi and Chukotka
autonomous districts. The elections are for 547 seats in parliaments,
where 320 are to be elected by parties' lists from registered 4,712
candidates, which means that the rate per a seat is 8.6 - highest over
past four years.
Dagestan is a sort of record holder here. The competition in the
republic will be among twelve candidates per a seat. The lowest rate of ompetition is in the Chukotka Autonomous District, with four candidates er one mandate.
Representatives of all seven officially registered parties take part n the competition. Unlike the Duma's big four - the United Russia, ommunists, Liberal Democrats and Just Russia - the parties which are not epresented in the State Duma had to collect signatures and would not be epresented over the elections in all the twelve regions.
The united elections day will feature elections to the Federation
Council. From January 1, senators may be elected only from deputies of
different levels.
Russia's Central Elections Commission /CEC/ has reported that regional lections commissions are ready for the elections. The Elections automated ystem is protected properly from unforeseen circumstances, it said arlier.
In Russia's five territories, where voting will be to local
parliaments /the Kirov, Kursk, Nizhny Novgorod, Tver regions and the
Khanty-Mansi Autonomous District/, there will be 1,164 complexes to
process ballots. They will be installed at 582 election stations, where ver 915,000 voters are expected to show up.
Organisation of elections in Russia's every territory is regulated by ocal laws and thus elections in every territory have their specific eatures about the number of deputies to be elected, their terms, required inimum of votes, election funds amounts and so on.
Over 300 Russian and foreign reporters will follow the elections in he CEC's Information Centre, where they will be able to follow up from 0:00 Moscow time on-line preliminary calculations from eleven regions, ith the exception for the Kaliningrad Region, where the elections will go n till 21:00 Moscow time due to the different time zone. The major part f ballots is expected to be processed by morning of March 14. Official esults will be provided by local elections commissions.
Russia's next united elections day will be organized on December 4 to oincide with the elections to the State Duma. The number of regional ampaigns due on that day is not known as yet, especially with the new law nder which regional parliaments may cut or extend their terms within a eriod of six months. The CEC believe that Russia's 16 legislation bodies ay use the law and have elections in December.
In late March Russia will have a new staff of the Central Elections ommission, as its term expands from four to five years now. The State uma and the Federation Council have suggested five candidatures each.
Russia's president is expected to name his five candidatures following the nited elections day. On March 28, the Central Elections Commission will ave an organizational meeting to elect the commission's chairman, the
deputies and a secretary.
