PRESIDENT ASKS DPD TO HELP WATCH OVER EDUCATION BUDGET SPENDING

Jakarta, Aug 22 (ANTARA) - President Susilo Bambang Yudhoyono has asked the Regional Representatives Council (DPD) to help keep an eye on the spending of the increased education budget funds so it will be effective and efficient.

"We call on the DPD to help make sure that the education budget is used effectively and efficiently," the president said at a DPD plenary session here Friday.

The head of state said the government had decided to increase the State Budget allocation for education to 20 percent as mandated by the Constitution.

Accordingly, the government would issue instruments on the effective management and control to distribute the budget, the president said.

"I have received many SMSs (cellular phone short text messages) from the public who thank (God) for the increase in the education budget but they also reminded the government not to forget to control its spending so that the improvement would really benefit the people," he said.

In his state of the nation address on the Draft 2009 State Budget and Financial Note at a House of Representatives (DPR) plenary session on August 15, 2008, he said the budget for education had been nearly doubled from Rp78.5 trillion in 2005 to Rp154.2 trillion in 2008.

In fact, in the 2009 State Budget, in the midst of the global oil and food rises that had adversely impacted the Indonesian economy, the government was able to meet the Constituion's mandate to set aside 20 percent of the state budget for education, the president said.

He said the increased budget for education was among other things intended for the rehabilitation of school buildings and construction of tens of thousands of class rooms and new schools.

In keeping with the spirit of decentralization, Yudhoyono said, the government had since 2005 been providing grants in the form of direct operational assistance, better known as School Operational Assistance (BOS).

Yudhoyono expressed hope that with BOS and the participation of the regional governments, the Compulsory Nine-Year Basic Education program could be effectively put in place at a low cost and be affordable by the people.
