PYONGYANG, March 4 (Itar-Tass) -- North Korea urged Seoul on Friday to return all the 31 fishermen who accidentally crossed over into South Korean waters on their boat and were detained in early February.
Earlier South Korean Red Cross said four fishermen decided to defect, while the remaining 27 people will be returned through Panmunjon village on the border between the two sides.
The North Korean Red Cross said in a statement carried by the official KCNA news agency that Seoul "does not plan to repatriate four people" and ccused Seoul of using the detained fishermen "as hostages in a conspiracy imed against the DPRK."
It said such actions contradict international legal norms and demanded n immediate repatriation of all North Korean citizens without any reconditions.
