Thailand mulls TOR of arriving border observers

BANGKOK, March 3 (TNA) - The Thai Ministry of Foreign Affairs is considering the Terms of Reference (TOR) submitted to the Thai government by Jakarta last week for a dispatch of Indonesian observers to the Thai-Cambodian border.

Thai Foreign Ministry Permanent-Secretary Thirakul Niyom told journalists of the update on Thursday (March 3) without elaborating the document in details, noting that a TOR normally set a framework on mandate and number of foreign observers, covering their diplomatic privileges and related conduct based on international legal principles, as well as official steps to be taken by a country requesting for the observers.

Niyom said that his ministry has discussed with the Thai Ministry of Defence to consider an area where the Indonesian observers should station, and that no exact date has been set so far for Thailand's completed study of the TOR.

The TOR followed a resolution issued at an ASEAN foreign ministers’ meeting in Jakarta late last month, calling on Indonesia, as the current chair of the Association of the Association of Southeast Asian Nations (ASEAN), to send its observers to border areas of both Thailand and Cambodia to ensure a truce along the border, as recommended by a UN Security Council resolution issued on February 14, in the wake of a spate of clashes between Thai and Cambodian troops last month.
