Humanitarian aid generating parasitical feelings in Kyrgyzstan

BISHKEK (Itar-Tass) - Humanitarian assistance, given to
the population of Kyrgyzstan on a permanent basis for a long time, begins
to generate parasitical feelings among the people, Zhantoro Satybaldiyev,
head of the state directorate for the restoration and development of the
cities of Osh and Jalalabad, said at a meeting with representatives of
international organisations on Friday. The information came to Itar-Tass
from the press service of the state directorate.
Massive unrest and clashes between ethnic Kyrgyz's and Uzbeks broke
out in Osh and Jalalabad, administrative centres in the southern part of
Kyrgyzstan, last June. As a result of it, some 400 people died and 2,300
were injured. Some 2,000 houses and administrative buildings were burned
or destroyed. Humanitarian cargoes were sent to the southern regions of
Kyrgyzstan for victims of the unrest from all parts of the world.
According to Satybaldiyev, the need for humanitarian cargoes was the
greatest in June, July and August of 2010, and before winter. "The prompt
distribution of food and essentials helped us prevent the worsening of the
situation of victims of the unrest and of socially vulnerable families.
The timely assistance in the form of 'winter packages,' which included two
tons of coal, warm clothes, blankets and mattresses, helped them live
through the winter," he said.
Despite "the most positive impact of the timely humanitarian
assistance and the prevention of social tension in the post-conflict
situation," a negative impact could also be noticed, he continued. "People
get accustomed to receiving things free of charge and no longer exert
efforts for improving their well-being. They do not want to work and to
make their living, because they now believe that they will receive food
and all they need from the donors," he said. Satybaldiyev suggested the
revision of "approaches to the rendering of assistance." Specifically, he
thinks it would be better to pass over to "social micro-financing" in the
form of financial help to individual families, which really need it.
