DRAFT WORDING OF LAW SUBMITTED

Ulaanbaatar, Mongolia, /MONTSAME/ The Minister of Road, Transportation, Construction and Urban Development Kh.Battulga MP submitted Tuesday a draft new wording of the law on water supply of urban areas and utilization of sewers, which is initiated by the cabinet.
The law approved in 2002 on water supply of urban areas and utilization of sewers created a legal basis for providing people with standard water, stemming sewage off, utilizing engineering constructions and buildings for sewage, and regulating the relations of between the suppliers and consumers. Kh.Battulga has pointed out that it is time to revise a new wording of the law that was amended in 2005 because the socio-economic relations of the country have experienced many changes. Due to not reflecting a provision on power of the State Great Khural, the government, central bodies of state administration, the Citizens' Representative Khural and governors of aimags, Ulaanbaatar city, soums and districts, the current law is causing difficulties in utilization of water supply and sewers. Additionally, it is required to make clear some legal terms of the law and to create an appropriate mechanism to fix the tariff of water supply service.
The draft new wording has a clause on establishing a council to regulate the utilization and service of water supply and sewers in accordance with international practices. In order to increase participation of the private sector in the sector, the draft amendment also aims to regulate relations related to owning constructions, buildings and pipes, and to root out breaches of granting lands and making constructions near the drinking water sources and protected areas of pipes. Related sanctions and size of fines for the guilty persons have been reflected in the amendment as well.
