Unification under federation principle to be just for two Koreas
PYONGYANG, February 13 (Itar-Tass) - Unification of North Korea and
South Korea under the principle of a federation "may become a guarantee to achieving a lasting peace in the Korean Peninsula", says a commentary by the KCNA news agency, published here.
The commentary's authors upbraided South Korean authorities,
"entertaining plans of unification of the two Koreas by gobbling the
North". The news agency notes that earlier Seoul offered North Korea
economic aid in exchange for abandoning completely the nuclear programme, promising to bring the annual income of its residents to 3,000 US dollars.
KCNA notes that Pyongyang regards as insulting such a proposal, "put forth by traitors of the nation, striving for unification of the two parts of the Korean Peninsula with assistance from outside force by disarming the DPRK".
The commentary notes that this "proposal" is in complete discord with provisions of the joint declaration of the North and the South of June 15, 2000, following whose signing, the sides reached great progress in unifying the country.
However, the situation in the Korean Peninsula turned to be "on the brink of war over the fact that the South Korean regime does not want to forego its intention to gobble the North".
The news agency notes that 30 years have passed since the time when North Korea put forth a proposal on forming a united Korean state, and it is important as before "to take utmost efforts in order to materialise unification independently, peacefully and at the earliest". "The formula of a federation" presupposing mutual recognition of two ideologies and systems, "is a correct and just way of uniting the country, meeting specific features of the present situation and aspirations of people", KCNA underlines.
