NKorea puts responsibility for failure of military talks on SKorea.

PYONGYANG, February 10 (Itar-Tass) - North Korea put responsibility on
South Korea for a failure of working military talks in the border point of
Phanmunjom in the demilitarised zone, says a statement by a delegation of
the Korean People's Army.
The statement, circulated by the KCNA news agency, notes that "Seoul
again confirmed commitment to the confrontation policy with the North",
linking North Korea with the sinking of the South Korean corvette Chonon
and the artillery engagement in the area of Yeonpyeong Island last year.
Therefore, the statement runs, the North Korean army and people "do
not intend any more to maintain a dialogue with a group of traitors who
don't want improvement of relations between the North and the South".
The delegation believes that the South Korean regime "torpedoes with
such actions a resumption of the six-party talks on denuclearising the
Korean Peninsula and all attempts to establish talks between the
countries, situated around it".
On January 20, North Korea suggested Seoul organising a working
meeting of military representatives as well as talks of the defence
ministers of the two countries "to resolve ripe problems in the military
sphere".
As a result, the sides agreed to start preliminary talks on defusing
military tension in the Korean Peninsula which ended, however, in a flop.
