Moscow government suggests plan to develop taxi service
MOSCOW, February 6 (Itar-Tass) -- The Moscow city government has
published on its official site in the Internet a plan to develop taxi
services in the capital in 2011-2013.
The document contains norms and legal regulations for taxi services, the necessary infrastructures, like special parking slots and special conditions how legal taxis may access railway stations and airports.
Besides, the city will have a dispatcher service to coordinate all
taxis. Special attention is paid to the staff training.
High level of service should let Muscovites and guest of the city to prefer taxis to personal cars. Taxis should become not a competitor, but an alternative to the public transport.
The government invites Muscovites to post their feedback on the sit. Earlier, Muscovites commented on the city government's initiatives to solve the transport problem. Last November, the initiative got several hundreds posts.
Moscow's Mayor Sergei Sobyanin said several times that taxi in Moscow should be a full-fledged public transport and the illegal taxis would be fined.
"The main problem of this sector is clear," he said. "We have only
9,000 legal taxis, which is by 2-2.5 times below required number, and at the same time 40,000 cars work illegally."
Another problem, he said, is violation of rights of honest
taxi-drivers, who loose clients and cannot compete with those who do not pay any taxes.
Back in 2008, the city adopted a law on taxi, with was of a framework character, but it did not work properly as the government did not adopt necessary measures.
"There were no decisions on formation of the city's registrar of
official taxis, on parking slots, on certifying the drivers, on use of a special sign, Moscow City Taxi," Sobyanin said. "These are the items we need to focus on now."
