Thai authorities oppose "a return of whipping sticks" for children

BANGKOK, Jan 19 (TNA) - Most authorities concerned, including Thai Prime Minister Abhisit Vejjajiva, have opposed "a return of whipping sticks" for children and have, instead, proposed more positive penalty against local youths.

The Acting Thai Government Spokesperson Panitan Wattanayagorn said on Wednesday (Jan 19) that several members of a national committee in charge of promoting Thailand's development of children and youths, including the Thai premier himself, have voiced their personal opinions against teachers' return to use canes to punish children--which are deemed to have negative impacts on the local youths' future and the Thai society, namely their, probably, defiant or aggressive behaviors whenever police are absent.

Panitan, who is also Abhisit's Deputy Secretary General, revealed that new studies are being conducted by the Thai authorities on more positive measures to instill proper behaviors and perspectives into the local youths' mindsets, rather than traditionally unconstructive ones.

The Thai government spokesman acknowledged, however, that the issue was not included in the national panel's official agenda at its latest meeting in Bangkok on Wednesday.

In response to a controversial idea on promulgating a new law banning all local youths under the age of 18 to go out after 10pm, Panitan said that more discussions are needed before any conclusion, and that Thai Social Development and Human Security Minister Issara Somchai will call a meeting of police and other parties concerned on January 21 to work out measures deemed appropriate for taking good care of children and youths with their safety and ethical behaviors ensured; while maintaining in parallel their human rights.
