Gryzlov sure Duma to pass Law on Police

PETROPAVLOVSK-KAMCHATSKY, January 15 (Itar-Tass) -- State Duma
Chairman Boris Gryzlov is sure Russia's militia will be renamed into
police.
Consideration of the draft Law on Police that is very much and widely
discussed will be one of the priorities in the work of the Russian
parliament, the speaker said in a televised interview in the "News of the
Week" broadcast of the Rossiya 1 television channel.
United Russia members in the parliament support the name" police ".
"It is consistent with the internationally accepted term, it is
understandable, and maybe with the term change we can eliminate negative
occurences that have been in the militia, including "the werewolves with
shoulder straps," he said.
According to Gryzlov, the draft Law on Police is truly nationwide, as
it was very seriously discussed before it was submitted to the State Duma.
"The Speaker recalled that 1,500,000 people participated in the
discussion, 33,000 gave specific comments, including 20,000 with proposals
that were accepted for the discussion. "The law has 56 articles, and each
of them was subjected to clarification in connection with this discussion.
Ten articles were actually re-written again, he added.
"Much has been done. I think, very bad proposals have been removed,
for instance, the presumption of legitimacy of a policeman's actions (no
matter what he does, it is lawful, unless a court determines otherwise) --
it is a path to arbitrariness. It has been removed. The open list of a
policeman's rights has been removed," the Duma speaker noted.
The bill is passed at the first reading, and yet there are already
about 500 amendments, he said.
Gryzlov expects the draft law on education also to be widely
discussed. "The format has justified itself," the head of the lower house
of the parliament said, adding that "no community of experts could replace
a million residents of Russia".



.Transaero liner to fly to Tunisia, back to Moscow Sunday.



MOSCOW, January 16 (Itar-Tass) -- The Transaero airline will carry out
a Sunday regular flight from Moscow (Domodedovo) to Monastir (Habib
Bourguiba airport) and back on January 16, Transaero spokesman Sergei
Byhal told Itar-Tass.
He said the airline received permission some time earlier from
Tunisian authorities to fly. Until recently, the airspace over the country
was closed due to the tense situation.
A high-capacity aircraft Boeing-767 capable to carry 235 passengers
will be provided for the flight, Byhal noted. He said the plane would take
off from Moscow at 11:25 Moscow time and depart from Monastir at 15:00
local time (17:00 Moscow time).
In this connection, Byhal also said that the airline Transaero and the
Federal Agency for Tourism (Rosturizm) asked all the Russian tourists who
are now in Tunisia to urgently contact representatives of their tour
operators.
According to sources of travel agencies, now in Tunisia there are
about 200 tourists from Russia, who came there on vacation.
The press secretary of the Russian Union of Travel Industry, Irina
Tyurina, told Itar-Tass "until the situation in the country returns to
normal, we will not send Russian tourists to Tunisia." She also stressed
that "now all the tourists who are in the resorts of the country are
warned that after 18:00 they must not go out."
"Despite the fact that Russian tourists who are in Tunisia are not at
risk, on Sunday they will leave on a Transaero flight, probably aboard one
plane," Tyurina noted. The Russians who will decide to stay in the
country, she said, will give written statements to take responsibility for
the decision. The press secretary added that "now all the tour operating
companies that work with Tunisia gather information about tourists who are
in the country."
To help the Russian tourists, Rosturizm opened a hotline to contact
for further information on departure and legal advice. The telephones will
work until the situation with Russian tourists is completely normalised,
Rosturizm officials said.



.More than 200 Russians to return from Tunisia Sunday.


MOSCOW, January 16 (Itar-Tass) -- Over 200 Russian tourists are
expected to return home from Tunisia on Sunday.
According to tour operators, in Tunisia there are more than 200
Russian holiday makers who had arrived there through travel agencies or
independently. "Though there is no threat for the Russians, they will take
a Transaero flight to Russia on Sunday. Most likely, they will fly out
aboard one plane, press secretary of the Russian Union of Travel Industry
Irina Tyurina told Itar-Tass. Those who will decide to stay in the country
will give a written confirmation that they realize they are responsible
for the decision, she said.
Earlier, a hotline was opened in the Rosturizm agency for Russians to
receive information about the flight and consultations. The telephones
will work until the situation returns to normal.
Spokesman for the company "Transaero" Sergei Byhal, in turn, told
Itar-Tass that a larger capacity plane - a Boeing 767 for 235 passengers
-- would be provided for the Sunday flight to Tunisia's Monastir in
connection with the need to evacuate the tourists. Thr plane is planned to
take off from Moscow's Domodedovo airport at 11:20 a.m. Moscow time and
depart back at 15:00 local time (17:00 Moscow time).
Byhal explained that it was a scheduled regular flight carried out on
Sundays. Earlier, the carrier received permission from the authorities of
Tunisia to fly. The airspace over the country was closed on Saturday
morning.
The press secretary also noted that Transaero and Rosturizm asked all
the Russian tourists who are now in Tunisia to urgently contact
representatives of their tour operators.
As for the prospects to spend a holiday in this country, then, as
Tyurina said, "until the situation in the country returns to normal, we
will not send Russian tourists to Tunisia". Now, she noted, "all the
tourists who are in the resorts of the country are warned that after 18:00
they must not come outdoors".
