ABOUT PROCESS OF PROJECT ON E-PURCHASE
Ulaanbaatar, Mongolia, /MONTSAME/ The Korean International Cooperation Agency (KOICA) has worked out a plan in order to develop here a system of E-purchase activities. A project will be realized with its non-refundable aid.
A research was run into possibility of introducing these activities in 2007 by the S.Korean government in frames of the cooperation memorandum between the KOICA and the Ministry of Finance of Mongolia.
The project executors intend to introduce the system of registering and ensuring consumers in the E-purchase actions, creating products E-catalogues, operating E-shops by using the catalogues, keeping E-archives. Nowadats legal environment and the infrastructure in information, communication and technological spheres are taken intio account.
Representatives of the project executors--the Samsung SDS company and the KOICA--worked in November of 2010 in Mongolia to ensure a preparation for the project implementation. The sides made an agreement on a general plan of the project. Then first group of the project worked here November 8-26, 2010, studying present situation of the purchase activity of Mongolia's government and its legal environment. The second shift team started working January 9 in order to work out the project's final general model. It will work here until March 15, 2011.
It is expected that successful implementation of the project will bring great importance to ensuring effectiveness, fairness and opennes of the purchase activities of the government , effectively spending money of the state budget, and to improving a control over it.
