PRESIDENT ADDRESSES MONGOLIA ON CONSTITUTIONAL DAY

Ulaanbaatar, Mongolia, /MONTSAME/ The President of Mongolia Ts.Elbegdorj addressed the Mongolians on the Day of the Constitution celebrated January 13.
"My fellow Mongolian citizens, I convey my cordial greetings to you on the occasion of the Constitution Day of Mongolia.
Nineteen years ago, in testimony of our Democratic Revolution of the Year of White Horse of 1990, Mongolia adopted a new Constitution, upholding human rights and liberties and proclaiming in genuine sense our independence and sovereignty.
The process of developing and ratifying the Constitution was not easy and was rather complicated, yet, for the sake of the fundamental rights and benefits of the Mongolian people, for the future of our younger generations and for the global partnership, development and prosperity, we did manage to make the right choice, to achieve consensus and express our collective will and aspirations. I reiterate my congratulations to the bold men and women who molded this consensus. Mongolia's history will honor your efforts and your valor.
I am pleased to note the eagerness, devotion and the zeal of all of us, the Mongolian people, to meaningfully and constructively engage and participate in reforming our society in the spirit of the ideals enshrined in the Constitution, in the spirit of every single letter in its text. As nothing human is alien to us, we have had both success and failures. In the fair scale of historical judgment, the choice is being proven right with every passing day.
Constitution is the fundamental document stably and incessantly defining the state and social institutional set up and civil relations in any nation state. We must do a lot to study scrupulously and open up and recourse to the capabilities and resources imbedded in the Constitution.
Mongolia's Constitution safeguards and proclaims our citizens' rights and liberties to create wealth. Regardless of ethnic origin, gender, level of education or the type of profession, Mongolian citizens enjoy the right to live wherever they please, engage in lawful businesses and own properties. A lot is to be worked out and elaborated on by the government and the citizens as well to ensure that these rights and freedoms are exercised fully. Bureaucracy and red-tape impeding businesses must be eliminated as well as bribery and corruption wiped out; banking, financial, capital exchange and information systems must be enhanced, employment created. In this manner, the state is ought to support and accommodate any pro-development efforts and initiatives of our citizens.
On the other hand, the citizens as well have to foster a great deal of responsibility, austerity and diligence for improving their lives and carrying out their civil duties. When the minds and hearts of both parties meet, then will we record success, then will the spirits and ideals of the Constitution be realized - people will exercise in true sense their rights and liberties to work and create. Once this is a reality, poverty and unemployment will be in our past, and alcoholism will stop threatening the sobriety of our nation.
In Mongolia the State powers are in the hands of the people. The Constitution does specifically provide for this virtue. Yet, it is still questionable whether this virtue is a reality. Transparency lacks at all levels of public institutions, and citizen participation, namely direct participation is practically missing for any decision-making, implementation, enforcement and monitoring practices. Active civil participation does provide answers to the pressing issues for the country, our provinces, counties and villages. Therefore, we must realize that the time has come to ensure citizen participation, which is in fact the guarantor of the implementation and enforcement of the Constitution.
Anything on earth changes, reforms and is reborn as time elapses. And the Constitution as well obeys this law of nature, so some changes, amendments, I'd say, enrichment may come to be needed some day. Yet, there are certain values and principles in the Constitution that should never be shattered or challenged. It is of supreme importance that these fundamental principles are reiterated in the Law of Mongolia on Procedures to Change the Constitution and the National Security Concepts. In essence, it is our duty to defend and safeguard those very ideals, words and letters that are beyond anyone's assault. There is no vindication to any intentions or unabashed provocations by any political party, force or an individual, to any honey-tongued calls and propaganda to claim state and government powers through non-Constitutional methods.
Dear Mongolians, our country has reached a doorstep to enter our major development era. Mongolia's rich endowments in natural resources have put us in the core attention of the world. So it is our compelling goal to use these assets most effectively for long-term sustained development and prosperity of our country consistently with the fundamental values and principles of Mongolia's Constitution. As the Head of State of Mongolia, I nurture absolutely no doubt that together we can achieve this goal. Know and Observe the Constitution," says his grreting.
