Russia ICT sector grows 2,1% in 2010

MOSCOW, January 13 (Itar-Tass) - The volume of Russia's information
and communication technology (ICT) sector in 2010 grew by 2.1 percent, as
compared with 2009 indicators, according to preliminary data, Russian
Minister of Communications and Mass Media Igor Shchegolev told journalists
on Wednesday.
According to the minister, the volume of the industry has reached 1
trillion and 808 billion roubles, the share of ICT in the country's GDP
reached 4 percent, dropping, however, by 0.6 percent as against 2009 due
to GDP growth. The share of revenues from telecommunications services in
the total turnover of the industry, according to the ministry, was 74.2
percent versus 72 percent in 2009. According to the minister, about 54,600
kilometres of radio relay and cable lines were commissioned in 2010.
"That year had a positive movement, and 2011 will consolidate the
positive trend," the minister noted. In his view, the taken measures, in
particular, tax incentives, measures aimed at support of the ICT industry,
will contribute to this.
According to Shchegolev's forecasts, in 2013 the total revenue from
telecom services is projected at 1.7 trillion roubles, that is by 33.3
percent more than in 2009. The volume of communication services offered by
this time, he said, should grow by 34 percent. According to the minister,
in the period from 2011 to 2013 it is planned to put into operation
206,000 kilometres of radio relay and cable lines.
The communications minister also said that this year it is planned to
continue the course towards the introduction of free software in state
agencies, the provision of new public services electronically, in
particular, by transforming points of access to universal services into
infomats with access to the single portal of government services. An
important event of 2011, the minister said, should be the completion of
the reorganisation of the telecommunication state holding Svyazinvest. All
interregional holding companies of the holding are to unite in spring on
the basis of its main asset - Rostelecom, forming the largest national
universal communication service provider.
Rostelecom is Russia's national telecommunications operator and one of
the largest telecommunications companies in the country. The Company owns
and operates a technologically advanced nationwide fibre-optic backbone
network, approximately 160,000 km in length, enabling it to provide voice,
data and IP services to business and residential customers across the RF
and to both domestic and international operators. Rostelecom continues to
provide primarily fixed-line domestic (DLD) and international (ILD)
long-distance services to corporate and residential end-customers across
Russia. The Company is the leader in this segment of the domestic market
with a market share of approximately 50 percent. In the residential
fixed-line DLD/ILD service market, Rostelecom continues to consolidate its
dominant position, approximately maintaining an 80 percent market share.
In addition to traditional services, Rostelecom is actively
diversifying its business through the development of new products and
offerings incorporating Internet, VPN and Data Centre services,
intelligent network services (INS) and videoconferencing amongst others.
Rostelecom has a strong position in the international telecom segment,
having established direct international connections with more than 150
operators in 70 countries, participating in 25 international cable systems
and cooperating with approximately 600 fixed-line and mobile operators
inside and outside the RF. The Company belongs to a number of
international industry organisations, including the International
Telecommunication Union (ITU), the Telecommunication Operators Board of
the Regional Commonwealth in the field of Communications (RCC), etc.
Currently, Rostelecom's securities trade on the RTS and MICEX stock
exchanges in Russia and on the world's major markets including the London
and Frankfurt stock exchanges, as well as the OTCQX in the US. At the end
of 2009, the RF government approved the reorganisation of Svyazinvest,
with a view to consolidating its assets under the Rostelecom umbrella in
order to create an integrated telecom group, capable of delivering a
comprehensive range of services throughout Russia. This restructuring is
due to be completed in May 2011.
