Governor approves Large Ussurian isle dev concept
KHABAROVSK, January 12 (Itar-Tass) - Vyacheslav Shport, Governor of
the Khabarovsk Territory, has approved the concept of a project for a
"Comprehensive Development of the Large Ussurian Island (LUI)", an
official in the Territorial government press service told Itar-Tass on
Wednesday.
Project developers emphasize, "A tourist recreation complex of
international importance is to be established on that border island, a
half of which has been turned over to the People's Republic of China (PRC)
within the framework of the demarcation of the Sino-Russian border. The
main condition is to combine economic efficiency with principles for a
steady use of the island in the interests of Russia and China".
According to expert estimates, the development of the tourist
recreational infrastructure on the LUI will make it possible to attract up
to1.5 million tourists from the PRC by 2020. An annual influx of tourists
from the Territory is expected to grow up to 575,000. An increment in
proceeds from tourism is to grow by 2,100 million roubles a year.
The project is to be implemented in three phases envisaging the
establishment of transport infrastructure at the first stage, and
successive development of the western and eastern parts of the island at
the second and third stages.
Before 2015 it is planned to build there an amusement park, a hotel
complex, shopping-and-entertainment and cultural centers, an aquapark, a
business center, an equestrian complex, an East Asian business cooperation
center, a logistics center, as well as 470 townhouses.
"The aggregate cost of the project is estimated at 19,361 million
roubles. The project is to be implemented on the basis of
state-and-private partnership," Territorial government officials stress.
The Chinese side is busy building a railway at an accelerated pace to
link Harbin and Jiamusi with the city of Fuyuan which is situated near the
LUI.
The PRC is also building an automobile bridge to the island and has
launched the construction of hotels and office buildings there. A
popularization campaign has been launched in China to attract tourists
from southern and other provinces to the Large Ussurian Island.
