Russia`s regions to launch healthcare modernization programmes.
MOSCOW, January 6 (Itar-Tass) -- Russia's regions start local
programmes to modernise healthcare.
The country's government and local budgets will allocate 460 billion
roubles for the programmes over 2011-2012.
Earlier, Russia's Prime Minister Vladimir Putin spoke about the
programmes as about "a most important vital project for the coming years."
As payments to the Obligatory Medical Insurance system were raised
from 3.1 to 5.1 percent, the government will be able to allocate 60
billion roubles for the healthcare modernisation programmes. Federal
medical institutions to take part in the programme will get special
financial support. Besides, the government will have a reserve for the
regions which will improve the modernisation processes most successfully.

MOSCOW, January 6 (Itar-Tass) -- Russia starts a federal programme for
the disabled, called the Accessible Environment.
The government plans to allocate 47 billion roubles for the programme
which will include education projects to the disabled, special television
projects and necessary equipment at the public transport.
"By 2015, the number of secondary educational institutions where
disabled children will be able to study will grow from eight to 16.5
percent," Russia's Prime Minister Vladimir Putin said earlier. "Over ten
percent of disabled Russians will be able to go in for sports."
The Russian television plans to increase by nine times the number of
programmes with subtitles for the hard-of-hearing.
The programme will have two stages. The first one will be devoted to
pilot projects in Russia's regions, and the second one - to the
full-fledged implementation of the programme throughout the country.
Disabled children will get special attention. They must be able to study
in usual schools and to be socially adapted. Presently only about two
percent of schools are equipped for disabled children. In five years'
time, the amount of equipped schools should make 20 percent. Under the
programme, by 2015 the disabled should be able to have an access to all
social infrastructures on transport, in communications and information.
"We lack practically any infrastructure for the disabled," Russia's
President Dmitry Medvedev said earlier. "It goes without saying, how
important this problem is for children."
"Even elementary trip to school for a disabled child becomes a
torture," he said. "It's a real problem to find a bus which children with
disorders of musculoskeletal system could take."
"In most cases a wheelchair is impossible to go into houses or
offices," Medvedev continued. "It's worth mentioning that many people who
have health limitations achieve great success in sports or arts, thus
making Russia's glory."
Another outstanding issue is employment of the disabled. Over the past
year, about 60,000 disabled got jobs under regional programmes to ease the
tension in labour markets. From the current year, an employer will be able
to reimburse expenses on special equipment for a working place of the
disabled in the amount of 50 thousand roubles, against former 30,000. This
should be an additional stimulus for employing the disabled.
.RF Pension Fund allocates 34B roubles for additional payments.

allocate 34.5 billion roubles for the federal social payments in addition
to pensions in Russia's 67 territories.
The amount of additional social payments to pensions is set by the
law, which states that a pensioner's living wage in 2011 will make 4, 938
roubles, or by 158 roubles more that it was in 2010. Russia's 17
territories will make additional payments for pensioners. From January 1,
2010 a social additional payment is made to all retirees if the money they
get is below the regional living wage.
Over 2010, the federal and social additional payments were made to
5.18 million retirees who do not work. About 2.75 million retirees in
Russia's 66 territories get a federal social additional payment /53.1
percent of all those to get additional payments/, and 2.42 million
pensioners in Russia's 18 territories get additional payments from their
regional governments /46.9 percent/.
