Lukashenko reappoints Yuri Zhadobin as defense minister.
MINSK, December 30 (Itar-Tass) - Belarussian President Alexander
Lukashenko reappointed Yuri Zhadobin as the defense minister, and Sergei
Martynov as the foreign minister.
According to the presidential press service, the head of state on
Wednesday addressed personnel issues. Anatoly Kuleshov was reappointed as
the interior minister, Alexander Ozerets as the energy minister, Nikolai
Snopkov as the economics minister, and Andrei Kharkovets as the finance
minister.
Mikhail Rusy was appointed the minister of agriculture and food and
Vladimir Vashchenko the emergency situations minister.
On Tuesday, the president appointed the new prime minister - Mikhail
Myasnikovich. The new Cabinet has four new deputy prime ministers.

MOSCOW, December 30 (Itar-Tass) - Deputy secretary of Russia's Public
Chamber Mikhail Ostrovsky said the main feature of the civil society in
the outgoing year was an increase in its activity in settling topical
issues of the country.
"The main distinctive feature of the civil society in 2010 was its
unusual re-vitalization in all its forms," Ostrovsky told Tass on
Wednesday, underlining that "it manifested itself in the appearance of a
large number of the informal volunteers' associations which showed active
efforts in the situation with wildfires and with the construction of a
Moscow-St Petersburg highway.
"It's an entirely new phenomenon, so the priority for activists next
year is to learn to work with these associations, promoting their
development."
In Ostrovsky's opinion, the year 2010 was successful for the Chamber:
it participates in resolving all problems the society is concerned with.
For example, it discussed many bills (including the bill "on police"), and
the problems of the Rechnik village and the Khimki forest.
The Public Chamber vigorously helped in settling the situation with
disturbances in Manezhnaya Square. "During that week, we held emergency
sessions, talked with football fans, leaders of ethnic organizations and
experts, trying to offer them ways out of this complicated situation,"
Ostrovsky noted.
Next year, the Public Chamber is going to pay special attention to the
settlement of ethnic conflicts that involve young people.
Chairman of the Public Chamber's commission for developing the civil
society Iosif Diskin thinks that "the PC has become a socio-political
ambulance which takes part in settling all the swelling conflicts."
Speaking about the Public Chamber's plans for 2011, Diskin underlined
that Public Chamber members will direct their efforts towards adopting the
law on regional chambers and public councils in municipalities.
"We must build a system of public control over the work of the
authorities at all levels," he underlined.
A benchmark event in the Public Chamber's work in 2010 was the
approval of the annual report on the condition of the civil society, which
was drawn in accordance with the law on the Public Chamber of the Russian
Federation.
It states that the public "should be more involved in control over the
work of law-enforcement and self-rule bodies."
"Such large civil campaigns as the discussion of the General Plan of
Moscow and the related issues of the protection of architectural and
historical monuments and the public discussion of the construction of the
highway through the Khimki forest have shown the strong and weak sides of
the modern condition of the civil society," the report noted.
The section devoted to ethnic relations and the fight against
extremism has a special place in the document. The authors note that "the
events in the village of Kushchevskaya and street disturbances in Moscow,
St.Petersburg and other cities that took the form of ethnic clashes
demonstrate the problems of the spreading of forced ideas in the society.
"Violence and aggression are becoming a norm for people in most
routine situations," the Public Chamber said.
PC activists are convinced that "the special federal agency for
nationalities' affairs might play a significant role in resolving the
problems of xenophobia and extremism."
In the opinion of Public Chamber member Nikolai Svanidze, "the report
2010 has become sharper, harder, more sincere and honest; it has less
political diplomacy, compared with the previous one."
"It was achieved because the Public Chamber became more mature and
responsible as the situation in the country required more responsibility,"
Svanidze said.
