Russia`s private capital outflow in 2010 at 25 to 30 bln dlrs.

MOSCOW, December 30 (Itar-Tass) - The net outflow of private capital
from Russia this year is estimated at 25 to 30 billion dollars, first
deputy chairman of the Central Bank of Russia (CBR) Alexei Ulyukayev told
reporters.
It appears no inflow of capital has been registered in December 2010.
Even if an inflow is registered, it will not be large, Ulyukayev said.
The outflow of capital made up 27 to 28 billion dollars in the first
11 months of this year, he reminded, according to PRIME-TASS.


.PGO to check Transneft's use of funds during pipeline construction.

MOSCOW, December 30 (Itar-Tass) - Russian Prime Minister Vladimir
Putin said the Prosecutor General's Office (PGO) must check the Transneft
company following the information alleging a misuse of funds during the
construction of the East Siberia - Pacific Ocean pipeline.
Answering the request to comment on the documents by Transneft
minority shareholder Alexei Navalny, who alleged thefts of money during
the implementation of the VSTO project, Putin said "minority shareholders
are interested in getting higher dividends."
"Everything must be checked, but you don't want to accuse anyone
indiscriminately. Let prosecutors run a check. We have enough inspecting
bodies, so let them check and see.
"Prosecutors will also check road construction. Construction is a
corruption thing," he added underlining that road construction would be
checked as well.
"After we've taken a look, we'll be able to draw conclusions as to who
should be held responsible and punished. Nobody should be missed, things
must be carried through, to as far as guilty verdicts in courts. But
nobody should be accused indiscriminately," the prime minister said.
Putin believes that the law on state procurements needs to be
improved. "Much has to be amended. And we're working toward perfecting the
legislation," he said underlining that the procurements law still remains
an anti-corruption instrument.
The prime minister promised that the government would continue to
perfect anti-corruption mechanisms. As for various media reports on
corruption during the VSTO construction or road construction, one has to
monitor carefully.
Prices differ in various parts of the country, he noted, adding that
some stretches of the VSTO pipeline run through the areas which devoid of
any infrastructure, and lacking an electricity grid or road network.


.Krasnoyask forum to mull Russian modernization management.

KRASNOYARSK, December 30 (Itar-Tass) - Some 2,000 politicians,
experts, industrialists and researchers from Russia and the world's
leading countries will gather at the Krasnoyarsk economic forum on
February 17-19, 2011, to discuss a dozen of topical themes related to a
new quality of management in the conditions of Russia's modernization.
"Whereas the forums of the past two years mostly addressed anti-crisis
measures, we now see the signs of pulling out of the crisis, so the issue
of management at all levels comes to the forefront," Krasnoyarsk Territory
governor Lev Kuznetsov told Itar-Tass on Wednesday.
At the first plenary session titled "Adjustment of Governance System:
Lessons of the Crisis," the participants from among foreign delegations
will be able to exchange their opinions and consider the experience of
other countries.
"It is particularly important in the conditions of rapid globalization
and Russia's upcoming ascension to the World Trade Organization,"
Kuznetsov noted.
A session of the Council of the Governors of the Siberian Federal
District will become another new feature. The regional leaders will
consider investments for the programs to develop Siberia in the period
until 2020, and the guidelines for Siberia's regional and international
cooperation.
It is planned to hold a traditional youth forum in a new format.
Earlier, federal experts used to read lectures to the audience of young
people and brief them on their vision of problems but this time, it will
be the young people who will offer solutions and come up with initiatives.
The "Effective City" exhibition is expected to be a landmark event at
the forum. "A new quality of management is a new image of towns," Lev
Kuznetsov underlined.
The exhibition will display town management models, and advance
solutions in electronic management and state service.
"A new town management model is a social factor. The modern town and
the competition between towns is based not just on the infrastructure that
should conform to the latest requirements and standards but also on the
social climate. It will determine people's desire to live in this or that
town. And this town should create a unique atmosphere and new ides," the
regional government sad.
The 8th Krasnoyarsk economic forum titled "Modernization Strategy: New
Quality of Management" is supported by the government of the Russian
Federation.

.Russia's budget deficit reaches 4 % in 2010 - minister.

MOSCOW, December 30 (Itar-Tass) - Finance Minister Alexei Kudrin said
federal budget deficit this year will make up 4.1 to 4.2 percent of the
Gross Domestic Product.
"Our final estimate is 4.1 to 4.2 percent," Kudrin told reporters on
Wednesday, "we've had revenue lately, and not all expenses are tapped."
