Moscow-New York flight delayed for about 24 hours (updates)
NEW YORK, December 27 (Itar-Tass) -- An Aeroflot Moscow-New York
flight is delayed for about 24 hours. The airliner A-330 with 294
passengers was to take off at 2.35 p.m. Moscow time on Sunday, but was
delayed due to foil weather conditions at the Sheremetyevo airport, where
the runway is slippery and the airplane body is icy.
The flight was postponed due to extremely foil weather conditions in
the northwest of the United States, particularly at the JFK International
Airport in New York. The visibility is almost zero in the U.S. largest
city and its neighbourhoods and a heavy snowfall is accompanied with the
gusts of wind up to 50 kilometres per hour.
The preliminary departure time is postponed until 12.00 Moscow time, a
passenger told Itar-Tass. However, the U.S. National Weather Service has
made a snow storm warning that will be in effect until 6.00 p.m. EST on
Monday (4.00 a.m. Moscow time on Tuesday), therefore, the flight may be
delayed again.
The Aeroflot Airlines offered to all passengers to accommodate at the
hotel. The passengers "receive all the aid they need." They are offered
cheques for each meal of 490 roubles per person and free cool and
warm-up beverages several times.

CHITA, December 27 (Itar-Tass) -- The prosecutor's office in the
Baikal Territory is investigating a major blast at an oil refinery in the
settlement of Dauria, where, according to preliminary reports, five
Chinese citizens were killed in the explosion. The territorial prosecutor
put the investigation under personal control, a source in the territorial
prosecutor's office said.
It is already clear that the pre-start works were about to complete at
the oil refinery. The explosion went off at 4.25 a.m. local time on
December 27 (10.25 p.m. Moscow time on December 26) at a pumping station.
The main warehouse with about 2,000 tonnes of fuel oil caught fire. The
blast presumably went off due to the use of open fire in the warehouse.
Eighteen Chinese citizens were staying at the oil refinery at the
blast moment. "The location of five of them, who happened to be in the
blast nest, has not been spotted yet, all of them are presumably killed,"
the source said.
The blast wave broke down the windows in the neighbouring four
residential houses situated at the distance of 300-500 meters from the
blast site. No casualties were reported and no buildings were damaged in
the village of Dauria. The residents are evacuated to the safe place,
while the probability of a repeated blast is examined.
Staffers from the prosecutor's office, detectives and specialists from
the territorial fire service are working at the blast site. The damages
inflicted to the enterprise and the ecology in the district are being
specified.
The operational headquarters was set up to put down the fire and clean
up the aftermath of the blast. A fire train and fire engines from four
districts are involved in the firefighting efforts.

MOSCOW, December 27 (Itar-Tass) -- The EMERCOM fleet that can put out
wildfires will reach 145 aircraft by the end of 2011 that exceeds the
overall number of European forest firefighting fleet, Minister of
Emergency Situations Sergei Shoigu said in an interview published in the
Rossiiskaya Gazeta on Monday.
"For the modernization of the EMERCOM technical base the reequipping
program with modern machinery and equipment for 2011-2015 was developed.
The program envisages 43 billion roubles for these purposes, he noted. By
2015 the share of modern machinery should reach 80% in EMERCOM. The
contracts to produce amphibious airplanes Be-200 were already signed. We
will receive two airplanes An-148, which are landing medical models, in
the next two years. We have already ordered five helicopters and will
order another ten helicopters," Shoigu noted.
The Russian government "will allocate three billion roubles on average
each year for the ground modern machinery," he pointed out. "For this
purpose we have set up a joint venture in Moscow with the most
well-known European company Rosenbauer," the minister remarked. "This
year the joint venture has produced about 170 units of machinery. Next
year another 300 units will be turned out," the minister said.
Speaking on the wildfires breaking out in Russian regions last
summer Shoigu noted that "the conclusions that we have drawn will make us
absolutely prepared to similar emergency situations already in 2011." "The
legislation is amended regarding the isolation spaces between the forest
and a settlement," he stated. "The government has taken serious decisions
for the technical reequipping in the near future. The aircraft of various
agencies, including the Defence Ministry and the Interior Ministry, will
