OSCE observer mission takes punitive functions - Belarus CEC.
MINSK, December 26 (Itar-Tass) - The observer mission of the OSCE for
Democratic Institutions and Human Rights took upon itself not only
observer, but also punitive functions, the chairwoman of the Belarus
central election commission, Lidya Yermoshina, told the country's ONT TV
channel on Saturday.
"They (OSCE observers) take upon themselves not only observer, but
also punitive functions that go far beyond the idea of international
observance itself," she said.
Yermoshina underlined that such actions of international observers are
in fact, interference into domestic affairs of the sovereign state.
The OSCE mission described the December 19 presidential elections in
Belarus as illegal.
.Russia, Iran seek to pool anti-drug trafficking efforts.
TEHERAN, December 26 (Itar-Tass) - Russia and Iran seek to step up
cooperation in the fight against drug trafficking.
During his two-day visit to Teheran the head of the Russian federal
drug control service, Viktor Ivanov, met with his Iranian counterparts to
discuss coordination of the countries' anti-drug trafficking efforts.
Ivanov had the meetings with Iran's Interior Minister Mostafa Mohammad
Najjar, the head of the Iranian parliament's national security and foreign
policy committee, Alaeddin Borujerdi, and the head of drug control police,
General Hamid Reza Hossein-Abadi.
On Sunday the two countries are expected to sign a joint statement on
the fight against drugs that will define the basic areas of bilateral
cooperation.

CHISINAU, December 26 (Itar-Tass) - Two candidates for a governor seat
in the Gagauzia autonomous region, southern Moldova, will face the run-off
on Sunday.
On this list are acting governor Mikhail Formuzal and Comrat city
mayor Nicolai Dudoglo.
According to the central election commission, the two candidates got
36 percent and 32 percent of votes respectively. A candidate from the
Communist Party, Irina Vlah, who was their main rival, came third with 31
percent of votes.
In 1994 in compliance with Moldova's new constitution the Gagauz
region was granted a special autonomy status.
Gagauzia's governor (bashkan) is elected every four years and is a
member of the Moldovan government. One and the same person cannot be
elected for the governor's seat for more than two consecutive terms.
Governor should be a Moldovan citizen older 35 years of age and know the
Gagauz language.
The Gagauzians mainly reside in southern Moldova and adjacent
territories of Ukraine (the Zaporozhye region) as well as in Bulgaria and
Romania. The ethnic group comprises around 157,000. Gagauz is a Turkic
language. The Gagauz people are Orthodox Christians.
The official languages in the Gagauz autonomous region are Gagauz,
Moldovan and Russian.
.Russia's Proton to launch KA-SAT into orbit Monday.
MOSCOW, December 26 (Itar-Tass) - Russia's Proton carrier rocket will
make its final launch this year from the Baikonur cosmodrome in the early
hours on Monday. It will bring into space Europe's first new generation
communications satellite KA-SAT.
"The launch of the Promot-M carrier rocket equipped with the Briz-M
upper stage is scheduled for 00:51 Moscow time," a spokesman for the
Khrunichev state research and production space centre, Alexander Bobrenev,
told Itar-Tass.
According to the federal space agency Roscosmos, "the impact area of
the first stage is the Karaganda region (Kazakhstan), of the second stage
and nose cone - the Republic of Altai (Russia) and of the third stage -
the Pacific Ocean."
"The mission duration from the lift-off to spacecraft separation will
total 9 hours 12 minutes," the source said. The system will be located at
the geostationary orbit 9 East. KA-SAT is ordered by Eutelsat from EADS
Astrium. Its life cycle exceeds 15 years and its weight is 6,150 kg.
"The upcoming launch will be the twelfth launch for the Proton-M
carrier rocket in 2010 and the 363d in its history," a source at the
Khrunichev state research and production space centre said. This will be
the eighth launch for the International Launch Services, a joint
Russian-American venture, in 2010 and the 64th since the commercial use of
Proton launch vehicles in April 1996.
Initially the launch of Proton rocket with KA-SAT was scheduled for
December 20, but it was delayed over the failed launch on December 5, when
three Glonass satellites crashed into the Pacific Ocean.
Soon after the investigation found out that the launch failed after
too much fuel was pumped into the fuel tanks of the DM-3 upper stage, the
preparation for the launch of KA-SAT was continued.
For Russia this will be the 31st launch of the carrier rocket in 2010.
