FC ratifies agt with Japan on coop in peaceful use atomic energy.

MOSCOW, December 24 (Itar-Tass) -- The Federation Council has ratified
on Friday the Russian-Japanese intergovernmental agreement on cooperation
in the peaceful use of atomic energy.
The chief aim of this document signed in Tokyo in May 2009 is to
create a reliable legal basis for interaction in the given sphere. The
agreement regulates such directions of cooperation as prospecting and
development of uranium deposits, designing, construction and exploitation
of light water reactors, processing and treatment of radioactive wastes,
as well as nuclear security, including radiation protection and control
over the state of environment. It also contains provisions regarding the
transfer of nuclear materials, equipment and technologies.
Besides, the agreement fixes the possibility of implementing economic
projects in the nuclear field within the framework of international
obligations of both countries, including obligations with regard to the
International Atomic Energy Agency (IAEA).
The agreement is a fundamental document for developing large-scale
cooperation in the sphere of nuclear energy. It is concluded for a period
of 25 years, after which it will be in force until either of the parties
expresses intention to stop its validity.
Cooperation of Moscow and Tokyo will be built on the basis of
principles of equality and mutual advantage, chairman of the Federation
Council International Committee Mikhail Margelov stressed.
Russia is interested in building up economic, political, humanitarian
and other components of practical relations with Japan, the Russian
Foreign Ministry notes. The agreement opens possibilities for scientific
and technical cooperation in the development of atomic energy with Japan -
- one of advanced countries of the world in this sphere.
