MOSCOW, December 18 (Itar-Tass) -- Russia has expressed extreme
concern over North Korea's statements it would be ready to use military
force in case South Korea conducted an artillery firing practice near the
island Enphendo in the Yellow Sea, the Russian Foreign Ministry said
following a telephone conversation between the director of the Foreign
Ministry's Asia Department, Igor Morgulov and the DPRK's Ambassador to
Russia Kim Yong-Jae.
"The Russian side expressed extreme concern over the DPRK's readiness
to use military force in case the Republic of Korea held an artillery
firing practice near the island Enphendo in the Yellow Sea," the Foreign
Ministry said.
"The North Korean side was asked to exercise the maximum restraint and
refrain from actions that could provoke a further escalation of tensions
and a repetition of the incident in the area that took place on November
23. The idea was emphasized that all contentious issues between two Koreas
should be resolved through the resumption of a dialogue and exclusively
political and diplomatic means," the Russian Foreign Ministry said.

refrain from artillery practice in the Yellow Sea near the island of
Enphendo. The Russian Foreign Ministry recalled that on 23 November "a
similar military exercise in the disputed waters provoked artillery fire
between the DPRK and the Republic of Korea, resulting in human casualties,
including those among the civilian population of the island of Enphendo."
In this context, Moscow is urging South Korea to refrain from
conducting the planned artillery practice in order to prevent a further
escalation of tensions in the Korean Peninsula and drew the attention of
all countries involved to the need to exercise the maximum restraint and
self-control to avoid steps that could provoke a further exacerbation of
the situation."
"The Russian Foreign Ministry considers it necessary in the current
difficult situation to work for the easing of tensions in inter-Korean
relations, for the resumption of a dialogue and for resolving all disputed
issues between the two Korean sides through political and diplomatic
means," the Russian Foreign Ministry said.
South Korea plans to hold a firing practice in the Yellow Sea between
December 18 and December 21.
.Pentagon takes interest in Russian system of strategic exercises.
WASHINGTON, December 18 (Itar-Tass) -- The Pentagon has expressed
interest in the Russian system of operational-strategic exercises, the
commander of Russia's ground forces, Col. Gen. Alexander Postnikov told
Itar-Tass in an interview. His delegation is ending a working visit to the
U.S. on Saturday.
Postnikov said that during the discussions held with the U.S. Army
command the American counterparts acknowledged that in recent years due to
asymmetric threats in Afghanistan and Iraq, they failed to pay due
attention to the training of troops for large-scale operations.
The U.S. has been involved in combat operations in Afghanistan since
October 2001, and in Iraq since March 2003.
"They understand that this is a bias in the opposite direction, that
they should restore such training," Postnikov said. "In this field we have
a more tangible experience. They were listening with great attention to
what we telling them about how we go about the business of preparing for
large-scale operations, in particular, to combined action by arms and
services. They have expressed great interest in our existing system of
maneuvers, including strategic exercises."
As General Postnikov said, the "American counterparts also showed
interest in our concept of training officers after they leave military
academies and to the subsequent phase after every three years in office
and before promotion to a higher position." "Their approach to training
officers is somewhat different," he said.
The Russian military delegation under the ground forces commander
arrived in the United States last Sunday at the invitation of the Chief of
Staff of the US Army Gen. George Casey.
