FC to examine about 40 items on the agenda Wed.
MOSCOW, December 15 (Itar-Tass) - The agenda of Wednesday's plenary
meeting of the Federation Council upper house of the Russian parliament,
as is usually the case at the end of the session, has grown to include
almost 40 items.
An official at the House commission on the rules of procedure
mentioned the basic Security Bill among the main documents brought up for
consideration.
The Bill establishes the main principles for a comprehensive ensurance
of security, including public and environmental one, the safety of the
individual, and determines the powers in this respect for the President of
the Russian Federation, the Houses of the Federal Assembly (parliament),
the government, regional and local authorities.
Viktor Ozerov, chairman of the House committee on defence and
security, has pointed out that the important point is that the Bill
specifies the status of the Security Council of the Russian Federation as
"constitutional deliberative body which drafts the decisions of the Head
of State to ensure security, make arrangements for defence, military
development, the RF military-technical cooperation with other countries".
FC members draw attention to the Bill provisions connected with the
defence of the constitutional system, sovereignty and territorial
integrity of the RF.
The list of bills to be examined includes those dealing with changes
concerning the creation of favourable conditions for the work of
non-profit organizations, for the functioning of political parties, the
tightening of responsibility for failure to pay wages and other social
allowances.
The traditional Region Hour session is this time dedicated to the
Primorsky (maritime) Territory (PT). PT Governor Sergei Darkin and Viktor
Gorchakov, Chairman of the PT Legislative Assembly, will take the floor.

MOSCOW, December 15 (Itar-Tass) - City Council officials blame
Inflation, a rise in wages and salaries, and the mounting spending on
energy resources for the upcoming hikes in public transport fare.
An official in the press service of Deputy Mayor Yuri Roslyak, who is
in charge of economic matters, said the price of ticket for one passage by
underground railway will be 28 roubles and surface public transport fare
will be 25 roubles, effective from January 1, 2011.
"The growth of tariffs is accounted for by inflationary processes, an
increment in new (production) capacities, charges on payroll, the growth
of spending on energy resources, and reassessment of fixed assets," the
press service official explained.
On December 14, the Moscow city government endorsed tariffs on
services for the transportation of passengers and luggage by public
transport in 2011.
The press service official specified that all the benefits, previously
enjoyed by Muscovites, including free travel, will be preserved in full.

ST PETERSBURG, December 15 (Itar-Tass) - On the eve of the New Year
and winter holidays, an unusual interactive programme is launched in the
city of Vyborg (Leningrad Region) to plunge the cityfolk and guests into
the atmosphere of medieval Christmas celebrations.
An official at the Vyborg tourist information center has told
Itar-Tass that tourists will be served a genuine medieval dinner in a
historical interior, and watch a fancy-dress performance acquainting
people with the history and traditions of the Vyborg Castle and the
celebration of Christmas in the Middle Ages.
The celebration programme has been specially elaborated with a
detailed recreation of the spirit of the epoch, ranging from an original
table arrangement, and the serving of medieval dishes to a master class
for people to be able to learn the pavana dance with candles.
The Vyborg Castle, built by the Swedes in1293, is Russia's only fully
extant monument of West European medieval military architecture. A museum
opened in the castle in 1970. Since the year 2000 the castle has been
housing the Vyborg Castle state museum.
According to the regional department of information policy, 1.85
million tourists visited the Leningrad Region in 2009, with 20 percent of
them being foreigners. "The number of tourists already exceeds that of
inhabitants of the region. Water, rural, event, and active tourism develop
most briskly," a department official has pointed out.
