MPP FACTION DISCUSSED DRAFT LAWS
Ulaanbaatar, Mongolia, /MONTSAME/ On Monday, a parliamentary faction of the Mongolian People's Party /MPP/ discussed the draft law on amendments to the laws on the Great State Hural and on the employment support.
Message on the consideration for the press has made a head of the faction D.Lundeejantsan. As he reported, a working group, formed from the faction, presented several options for a new version of the bill on amending the law on parliamentary rules. "Almost two years have been spent by us for discussing this bill. The amendments are meant to improve plenary sessions, the Standing Committees' meetings, as well as responsibilities, rights, accountability and organization of MPs, and rules of consideration of the laws," he said.
During the meeting many members expressed counter-proposals to resolve the issue disputed such as a term of breaks the factions take. "When there are any disagreement in views, factions of two parties always take a break, which lasts for several months and even goes from year to another year, and this brings parliament a lot of criticism," he said.
After a lengthy discussion, the faction agreed to the proposal of the working group to limit the period of interruption as not more than 21 days, "and each faction agreed with it," he said.
Regarding the amendments to the law on the employment support, he said that it has been discussed by the faction for the third time. The faction's attention was drawn to the question: whether this bill will give its results in reducing unemployment in Mongolia?, he said.
The working group was mandated to explore possibilities to improve the work of the labor market, stock exchanges and the relationship the Government--the private sector, as well as the opportunity to provide employers with incentives such as taxation-related encouragement and the issuance of loans on concessional terms.
Having discussed the above issues from all sides, the faction requested the working group to give a detailed formulation of their proposals and submit them for consideration at the next meeting, for a total of 178 billion togrog have been allocated in the state budget for creating vacances. "Achievement of the best results depends in the most part on what will be the law, the organizational works in this direction. Since the demand is still exists, we consider it for the third time," said the head of MPP faction, D.Lundeejantsan.
