DISCUSSION RUNS ON FINANCING OF HIGHER EDUCATION
Ulaanbaatar, Mongolia, /MONTSAME/ As we reported earlier, a draft law on financing of high education, stipends for pupils and pensions as well as scholarships guarantee, initiated by the President of Mongolia Ts.Elbegdorj, was submitted to parliament. A meeting of the above draft ran in the Civil Chamber of the President on Thursday.
Present were the President, chairmen of the two factions D.Lundeejantsan and Ch.Saikhanbileg, some MPs, delegates of the Mongolia's Students Union, members of the working group on the bill. They expressed their suggestions and exchanged views on the bill.
The MPs unanimously noted that the financing and making investments in the higher education in a specific size is a legitimate duty of the state that has already been proven by international practices.
"A prestige of the higher education has been falling due to some education institutions who are playing on students' limited opportunities to pay tuition fees and are offering low quality training," the MPs noted adding that "all this has a negative impact on intellectual life, social economic development of the whole country".
The President stressed that "miserable" state participation in the higher education has become one of the reasons for poor schools with poor standards. "If the increase is the most part, the state is to become morally rightful to demand from this educational institution a qualitative study," he said. "Public participation should not be limited to the appointment of university leadership," he added. "I mean that the state should rule the wheel of financing higher education, require its openness and transparency, establish criteria to declare mostly needed professions, allocate funds for this," he said.
"Foreseen in the draft law the concept of scholarship is an integral part of today's higher education.... If a student has a scholarship, then he has a choice, but to gain time credit, he must have the right to choose a teacher,“ the President said.
The gathered fully supported the bill and expressed their proposals.
