EurAsEC, CIS border guard agency heads to discuss interaction.

MINSK, December 2 (Itar-Tass) - Issues of interaction between border
guard agencies of member countries of the Eurasian Economic Community
(EurAsEC) and the Commonwealth of Independent States (CIS) will be
discussed in Belarus. The 64th meeting of the Council of Border Troops
Commanders (SKPV) of the Commonwealth countries will be held in the Minsk
region not far from Dzerzhinsk on Thursday.
The press centre of the State Border Guard Committee of Belarus told
Itar-Tass that Chairman of the SKPV coordinating service Col.-Gen.
Alexander Manilov will speak at the meeting about the situation on the
external borders of the CIS and its development trends. The heads of
border guard departments will also summarise the results of implementation
of several joint programmes. They will discuss, in particular, the concept
of coordinated border policy, programmes to combat terrorism and
extremism, drug trafficking, illegal migration. In addition, they will
discuss the results of research on the forms and ways of protecting the
external borders of CIS countries, issues of conducting joint special
border operations.
The 23rd meeting of the Council on Border Affairs of EurAsEC member
states will also be held in Minsk on Thursday. The meeting is expected to
focus on proposals put forward on the agenda by representatives of Russia.
In particular, the Russian side considers it necessary to develop a draft
agreement on border checkpoints on the external borders of member states
of the community. Representatives of the Russian Federation also intend to
submit for consideration a plan of action to implement the basic border
policies of the EurAsEC for 2012-2013.

.Russia-Peru intergovt commission to meet in Lima.

LIMA, December 2 (Itar-Tass) - The development of bilateral
cooperation will be the main item on the agenda of the first after a
24-year interval meeting of the Russian-Peruvian Intergovernmental
Commission on trade-economic, scientific and technical cooperation and
fisheries, which opens here on Thursday. The Russian Embassy in Peru told
Itar-Tass that the Russian delegation headed by the Director of the
Americas Department of the Ministry of Economic Development, Yelena
Danilova.
The visit programme envisages meetings with representatives of a
number of Peruvian departments and businesses. The talks will also be held
within three working groups on cooperation in the economy, trade,
investment and industry, agriculture and fisheries, as well as high
technology.
Earlier, Russia's Ambassador in Lima Mikhail Troyansky noted that
"major hopes are pinned on the resumption of the Intergovernmental
Commission's in terms of fulfilling the task set by the two countries'
leaders in November 2009 - to bring the trade-economic and investment
cooperation in line with their potential."
The Intergovernmental Commission's co-chairs head of the Russian
Federal Agency for Fisheries Andrei Krainy and Peruvian Deputy Minister of
Foreign Affairs Nestor Popolizio.
In 2009, trade turnover between Russia and Peru, according to the
Peruvian side's estimates, accounted for 207 million US dollars. The
contractual legal framework includes an agreement on partnership relations
- a document defining the main principles of bilateral cooperation (2007),
agreements on military-technical cooperation, on the use of nuclear energy
for peaceful purposes, visa-free trips on diplomatic and service
passports, on cooperation in the sphere of culture, education and science
and in the prevention and liquidation of emergencies' aftermath.

.Customs Service to meet over transition to intl quality standards.

NIZHNY NOVGOROD, December 2 (Itar-Tass) - The Russian Federal Customs
Service (FCS) board will hold a meeting in Nizhny Novgorod on Thursday
under the chairmanship of FCS head Andrei Belyaninov. Taking part in the
meeting will be more that 80 customs service officials from Russian
regions.
One of the main issues on the agenda will be discussion on the
transition of the Russian Customs Service to the international quality
standard ISO 9000.
"The introduction of the new standards that improve the quality
management system started in the Volga Federal District two years ago,"
the Volga customs department told Itar-Tass. The region embarked on
improving and streamlining customs technologies through innovative
management techniques based on the application of international standards
ISO 9000. The Volga customs department's own innovations have been
introduced, in particular, at the customs post of the Gorky Automobile
Plant (GAZ).
The problems associated with the beginning of operation of the Customs
Union of Russia, Kazakhstan and Belarus this year, in particular the
problems of collection of customs duties, will also not be overlooked.
"The formation of the Customs Union has affected virtually all spheres
of customs regulation related to customs duties," the department noted.
"Therefore, the board meeting participants will also focus on discussing
questions of ensuring the completeness and timeliness of customs payments
to the Russian budget.
