Main provisions of OSCE summit final document coordinated.
ASTANA, November 30 (Itar-Tass) -- The participants in a meeting of the OSCE Parliamentary Assembly Bureau agreed on the main provisions of a final document of a forthcoming OSCE summit here on Tuesday.
OSCE
Chairman-in-Office, Kazakh State Secretary and Foreign Minister Kanat
Saudabayev spelled out the main clauses of a final declaration in his
speech, the press service of the Kazakh Foreign Ministry reported.
"First: a clear impetus should be given to joint efforts to invigorate
and build up the control regime over the weapons and confidence-building
measures in our region, particularly through the modernization of the 1999
Vienna Document. Second: the OSCE activities should be intensified in the
struggle against transnational challenges and threats, particularly those
coming from outside of our region," Saudabayev noted. "Under the
organization mandate the OSCE can intensify the necessary assistance to
Afghanistan," he pointed out.
Third: "it is necessary to build up the OSCE potential in the early
warning, prevention and settlement of conflicts, the management of the
crisis situations and post-conflict rehabilitation," Saudabayev remarked.
To make the risks of the conflicts lower in the OSCE responsibility
zone "close attention should be given to interethnic and interfaith
tolerance," the OSCE chairman-in-office said.
Saudabayev also noted that a final declaration should confirm the
inviolability of the supremacy of law, the respect for human rights and
fundamental freedoms.
"These OSCE fundamental principles will make an integral part of the
security community in the future," he said.
"Economic freedoms, social justice and the responsibility for
environmental protection should remain an integral part of common
security," the OSCE chairman-in-office said.
"A clearer OSCE role should be determined in the system of
international and regional security structures: the level of coordination
and cooperation with other international organizations should be raised
under the 1999 Platform for Cooperative Security," he underlined.
