Ulaanbaatar, Mongolia /MONTSAME/ At its Thursday plenary session, parliament discussed a draft amendment to the law on mineral resources and draft law on the united state budget of Mongolia for 2011.
At the beginning of the session, MPs got acquainted with proposals and conclusions, drawn up by parliamentary Standing Committee on economy for the final reading of a draft law on amending the Law on mineral resource. Since there were no questions or clarifications, the draft was passed by 79.1 percent of the total number of MPs.
The same day, parliament held a second reading of the draft of the united budget for the year 2011. According to the expected execution of this budget, a growth of 7.5 percent might be, but because of possible complications of the meteorological conditions a sharp decline is likely to take place in the agricultural sector. In manufacturing and service industries, a growth will go beyond 10 percent. According to preliminary estimates of international organizations, a rate of copper on the world market is to be relatively stable that will positively affect the economic sector of our country and lead to economic growth.
Thus, according to preliminary estimates outlined in the draft budget, the GDP in 2011 will be 7 836.4 milliard tugrug, real GDP 4 128 milliard tugrug or real economic growth - 8.5 per cent in 2012, it will be 7.8 percent and 20.8 percent in 2013. Here, the inflation rates from 2011 to 2013 are going to hold back within 8-9 percent.
Price forecast production of mineral resources has been compiled based on monitoring of financial and banking institutions in accordance with provisions reflected in the law on budgetary stability. Next year, the price of gold on the world market will be
1 350 US dollar.
After consideration, the draft law of the united state budget was sent to the Standing Committee on economy for the preparation for the third reading. It was done and submitted to the session at 21 o'clock in the evening the same day. After the second reading, parliament made some changes to the draft of the state budget for 2011, also to the draft Budget, the budget of the Fund for Human Development for the next year. So, according to the changes, the total amount of income of the budget for 2011 will be 3 billion 304 million 6 thousand togrog, or 42.2 percent of GDP, the total expense--4 084.1 billion tugrug, or 52.1% of GDP, the total deficit--779.5 billion togrog or 9.9 percent of GDP. Against the draft submitted a deficit increased by 1.3 percent.
In connection with the discussion of State budget for next year, parliament held a first reading of the Great State Hural Resolution on the discussion of certain measures on the issue. Extending the third and fourth reading of the above drafts, parliament voted on each provision of these drafts. Thus, MPs voted 87.5-97.5 percent for their adoption at a plenary session on Thursday.

On the occasion of the 86th anniversary of the Independence of Mongolia, the President of Mongolia and Commander-in-Chief of the Armed Forces Ts.Elbegdorj has issued a Decree to bestow a military title of the "Brigadier-General" upon Colonel R.Sukhbaatar, General purpose forces commander at the General Headquarters of Mongolia's Armed Forces (GHMAF) and chairman of the Supply and Service Department at the GHMAF; Colonel D.Davaa, Chief of the General purpose forces commander Staff Colonel L.Ontsgoibayar; First deputy head of the General Police Department, Colonel A.Dulaanjargal, as well as Colonel T.Khurelbaatar, Chief of Staff for Mongolian internal troops at the Armed Forces according to the position classification of top-ranking officers and degrees of military titles.

On Wednesday 24 November in Geneva, an agreement was signed between the Government of Mongolia and the International Organization for Migration / IOM /. The document has been inked by the Permanent Representative of Mongolia Ambassador L.Orgil and IOM Director-General William Swing.
During this ceremony, Mr. Swing underlined an importance of enhancing relations between Mongolia and the IOM and of opening of a representative of his organization in Ulaanbaatar. He confirmed the intention to visit Mongolia in the first half of 2011.

On November 23, the UN headquarters in Geneva was held an annual bazaar of the Women's Guild of the UN /UN Women's Guild /. The main idea of the event is to unite the world in a single venue for the national identity of peoples through their traditions, cuisine, souvenirs and other products. The proceeds are directed to charitable purposes of the UN, for example, funds which collected from last year event--300 thousand swiss francs--implemented some 60 small projects.
The Mongolian pavillion has showed a variety of national souvenirs and products, and national cuisine was offered as well.

From 24 to 27 November, Istanbul, Turkey, has run the 14th General Assembly of the Organization of News Agencies in Asia and the Pacific.
The Director-General of the MONTSAME news agency, T.Baasansuren has taken part. According to the decision, the MONTSAME will organize a regular meeting of the Executive Board of OANA in June 2011 in Ulaanbaatar. In addition to it, our news agency has been elected as the member of the Executive Board of OANA, consisting of 11 members.
Turkey's Anadolu Agency assumed rotating presidency of OANA, and its deputies have become the Indonesian agency Antara, Russian ITAR-TASS, Bernama /Malaysia/ and IRNA /Iran/. Apart of the MONTSAME, other members are Yonhap /South Korea, /PTI/ India, /Azertac/ Azerbaijan, /Xinhua/ China.
Anadolu Agency (A.A) Executive Board Chairman&Director General Hilmi Bengi became the new president of OANA during the 14th General Assembly of OANA.

Mongolia's national team has won two gold medals, five silver and nine bronze medals at the 16th Asian Games in Guangzhou closed Saturday night.
G.Naranchimeg won the gold in Women's Freestyle 72kg Wrestling November 26, beating Li Dan of China in the final. Another Mongolian O.Nasanburmaa won the silver medal in Women's Freestyle 63kg Wrestling, defeated by Kazakhstan's Yelena Shalygina in the final.
By its medals won the Mongolian team goes on the 21th position.

Four stock trades were held at Mongolia's Stock Exchange from November 22 to November 25. In overall, 1.9 million shares were sold of 42 joint-stock companies totaling MNT 3.3 billion.
Index TOP-20 was 13986.70 points increasing 205.6 units or 1.5% against the week earlier. Shares of "Bayanteeg /51.8%/, "Darkhan nekhii" /32.2%/ and "Eermel" /21.1%/ were increased, but shares of "Mongol shiltgeen" /14.0%/, "Remikon" /3.8%/ and "Khukh Gan" /3.8%/ were decreased. The total market capitalization was set at MNT one trillion and 316.9 billion increasing
MNT 138.3 billion or 11.7%.
22 stocks closed higher, 9 shares declined and 11 shares remained unchanged. Shares of "Gobi" /489.6 thousand units/, "Hi B oil" /94.8 thousand units/ and "Nako tulsh" /1.0 million units/ were actively traded in terms of trading volume and in terms of trading value--"Gobi" (MNT 2.6 billion), "Nako tulsh" (MNT 330.4 million) and "Tavan tolgoi" (MNT 105.9 million).
