Early parliamentary elections to be held in Moldova.
CHISINAU, November 28 (Itar-Tass) -- Early parliamentary elections
will be held in Moldova on Sunday. Moldovan citizens hope that the
elections will put an end to the power vacuum in the country for the
second year in a row.
The political situation in Moldova cannot have been stabilized since
April 2009, when the opposition dissatisfied with the victory of the
Communists looted the parliament building and the presidential residence.
Currently the coalition of four parties rules in the country, but the
parliament cannot elect president, for whom 61 from 101 deputies are to
vote. The leader of the Liberals Mihai Ghimpu is interim president. Having
obtained the powers of the head of the legislative authorities and interim
president he declared the idea of unification with Romania as the state
policy unpopular among Moldovan citizens and kept pressing ahead with his
anti-Russian policies.
On Sunday, the voters will receive the longest Moldovan ballot paper
with 20 parties and 19 independent candidates put on it. Their number is
thrice higher than at the previous elections. However, numerous public
opinion polls showed that only the Communist Party, the Liberal Democratic
Party, the Democratic Party and the Liberal Party have some chances to be
elected in the parliament. The ruling coalition and the Communists insist
on their probable victory, but both sides do not rule out the probability
of rigging.
Most local political experts are convinced that no party will most
likely gain either a constitutional or presidential majority in the
parliament and a future government will be a coalition one again. They do
not rule out that the current disagreements in the ruling coalition may
cause new scenarios, particularly a probable union between the Communists
and the Democrats or the Liberal Democrats.
The voters will be able to cast their votes at 2,037 polling stations,
including 75 outside the country, where, according to unofficial reports,
almost one-third of the 2.6 million eligible Moldovan voters have jobs.
Certain difficulties to the election campaign have been added by the
situation in the Dniester region, whose authorities have refused to open
any polling stations, but promised that they would not prevent the
Moldovan citizens on the left bank of the Dniester from exercising their
rights. The elections will be monitored by 2,300 observers, including
those from the CIS, the OSCE and other international organizations.
Voting will begin at 07.00 local time (08.00 Moscow time) and end at
21.00 (22.00). The exit polls will show the first preliminary results on
Sunday evening, but the final preliminary results are to be reported by
Monday morning.

SEOUL, November 28 (Itar-Tass) -- South Korea and the United States
launched large-scale naval exercises in the Yellow Sea on Sunday. The
North Korean coastal artillery shelled the Yeonpyeong Island in the Yellow
Sea on November 23.
The U.S. nuclear aircraft carrier George Washington with 6,000 naval
sailors and 75 deck fighters is participating in the drill. The George
Washington strike group includes a cruiser, several destroyers and one-two
nuclear-powered submarines. The naval exercises involving up to ten
warships will last until Wednesday and will be 'intensive', the South
Korean military command acknowledged.
Apart from North Korea, which traditionally criticizes sharply any
defence drills of South Korea and the United States, China also voiced
concerns over the joint naval exercises near the country. China believes
that these naval exercises are fanning up tensions in the region.
The joint naval exercises will be held west of the South Korean port
Taean, which is situated much farer to the south from the Northern Limit
Line, where the South Korean corvette Cheonan sank on March 26.
The warships are not planning to move towards the maritime border with
North Korea, a spokesman for the South Korean Joint Chiefs of Staff
Committee said.

alarms are howling over South Korea's Yeonpyeong Island and the islanders
were ordered to hide in the bomb shelters or go to the safe areas. The
orders were made over a threat of new artillery shelling from North Korea,
the Yonhap news agency reported.
Meanwhile, the North Korean news agency KCNA issued a warning of the
North Korean government that the country may deliver a retaliatory strike
if the country's borders are transgressed.

involving ten warships off South Korea's western coast. The naval
exercises started several days after North Korea's artillery shelling of
South Korea's Yeonpyeong Island despite Pyongyang's threats that this show
