DPRK denounces RK White Paper on Unification.

PYONGYANG, November 23 (Itar-Tass) -- The Minju Joson (Democratic
Korea), a government newspaper of the Democratic People's Republic of
Korea (DPRK), has described as a politically motivated document the White
Paper, published by the RK ministry for unification in Seoul. According to
the Minju Joson, the main idea of the White Paper is "the appeal for a
split and confrontation between the North and the South."
The document does not event mention two joint declarations, signed by
the leaders of DPRK and the Republic of Korea in 2000 and 2007, "which
became a symbol of reconciliation between the two Korean states and the
development of their cooperation," the newspaper wrote. The authors of the
White Paper write about the development of cultural religious, scientific
and sports contacts and exchanges. At the same time, the Minju Joson
pointed out, it is common knowledge that not a single tourist came in 2009
to Pyongyang, Keson or the resort area of Kymgansang (Diamond Mountains)
from RK because of the ban imposed by the RK authorities.
The newspaper advised the South Korean regime to revise its policy
with regard to North Korea and to realise the importance of a dialogue and
contacts in the interests of the development of relations between the two
Korean states.
The White Paper, published in Seoul, wrote, among other things, that
the policy of "solar warmth," pursued by RK in the past decade for the
purpose of pacifying DPRK, did not bring in the expected results, despite
the humanitarian and economic assistance rendered by Seoul. The policy was
pursued by Presidents Kim Dae-jung and Roh Moo-hyun in the period of
1998-2008, who had meetings with DPRK leader Kim Jong Il during visits to
that country. Kim Dae-jung was awarded the Nobel Peace Prize in 2000 for
his efforts to normalize relations with DPRK.
When Lee Myung-bak, the incumbent RK president, took office in Seoul,
a dark period began in relations between DPRK and RK. Using the unsettled
nuclear problem of Pyongyang as a pretext, he actually blocked the
implementation of all joint economic projects.
