INTOSAI congress to be held in South Africa.

PRETORIA, November 22 (Itar-Tass) -- Ecological audit and stable
development will be high on the agenda of the 20th anniversary congress of
the International Organization of Supreme Audit Institutions (INTOSAI) due
to open in Sandton (South Africa) on Monday. The delegations from 150
countries will participate in the INTOSAI congress. Chairman of the
Russian Audit Chamber Sergei Stepashin will head the country's delegation.
The INTOSAI should protect the ideals of the fair management,
transparency and accountability as an integral part of democracy, South
African Auditor General Terence Nombembe said. People should be entitled
to control strictly the use of the public property and to demand
responsibility from the officials they elected to rule them, he noted.
The INTOSAI intends to prove that the organization can make changes
for the better in the life of ordinary people and to set a high level for
the work of the state authorities. Therefore, the forum will highlight the
importance and the tasks of the domestic supreme audit institutions. This
congress is to approve the international standards for the work of the
supreme audit institutions.

.Cambodia-flagged poaching fishing ship detained in Sea of Okhotsk.

PETROPAVLOVSK-KAMCHATSKY, November 22 (Itar-Tass) -- The fishing
vessel Flover under the flag of Cambodia was detained for poaching in the
Sea of Okhotsk off the Kamchatka coast after many hours of the pursuit and
the warning fire. The crew and the captain are Russian citizens, a source
in the public relations group of the FSB North-Eastern Border Guard Forces
of the Coast Guard told Itar-Tass on Monday.
The poaching fishing vessel was spotted in the Russian territorial
waters on November 19. "Not replying to the demands of the border guards
and making dangerous maneuvers the schooner started sailing away from the
pursuit. The warning fire from a Kalashnikov assault rifle and the fire on
the schooner masting failed to make the captain stop the ship and take an
inspection group on board the ship," the public relations group reported.
A FSB airplane was dispatched to the incident area. The Flover stopped
and took the inspection group on board only after the warning fire from
the airplane.
The fishing vessel turned out to be registered in the port Phnom Penh,
Cambodia. The crew consists of Russian citizens. More than 52,500 snow
crabs were found in the specially equipped holds of the fishing vessel.
The schooner did not have any fishing permit. The poaching vessel was
convoyed to the Petropavlovsk-Kamchatsky port for investigation.
On November 20, the refrigerator vessel Atlant under the flag of
Panama was also detained in the Sea of Okhotsk. About 2.5 tonnes of frozen
fish were found aboard the vessel. The captain did not have a fishing
permit in the Russian territorial waters. The poaching refrigerated cargo
vessel was also convoyed to Kamchatka for investigation.
Three fishing vessels under the foreign flags detained for poaching in
the Russian territorial waters are being convoyed to the
Petropavlovsk-Kamchatsky port. Along with the Flover and the Atlant this
is the refrigerator vessel Perfect under the flag of Sierra Leone.
The FSB North-Eastern Border Guard Forces of the Coast Guard have
detained 38 poaching fishing vessels, including 18 crab fishing vessels
under the foreign flags, from the beginning of 2010. About 300,000 poached
living crabs were released back in the sea. The averted damages to the
state have made about 138.5 million roubles.

.Church comes under fire in Ingushetia, no one hurt.

NAZRAN, November 22 (Itar-Tass) -- The Church of the Intercession of
the Holy Virgin came under fire at about 11 p.m. Moscow time on Sunday in
the settlement Ordzhonikidzevskaya in Ingushetia, a source in the
republican Interior Ministry told Itar-Tass on Monday.
No one was injured in a gunshot from the grenade launcher on the
church. The church roof was damaged.
The search operation for the criminal is underway.

ULAN-UDE, November 22 (Itar-Tass) -- More than 40 special search teams
continued the search for schoolboys Daniil Gilfanov and Igor Mukhametchin,

The Baikal territorial police declared a reward for any information
about the missing children. Meanwhile, "a teenager, who fell in an ice
