Moscow mayor orders prefects out of Moscow government.

MOSCOW, November 21 (Itar-Tass) - Moscow's new mayor Sergei Sobyanin
said on Saturday that Moscow prefects had no need to be present at Moscow
government meetings.
In a live interview with the "Vesti v Subbotu" ("News on Saturday")
program, Sobyanin said that he had withdrawn prefects from the Moscow
government because they had more important things to do than attending
government meetings.
"Prefects have lots of work in their respective districts, in the
yards, in the street, at public transport stops, in schools and
kindergartens. A great deal of work is to be done. I don't think that they
should sit (at meetings) with smart faces and discuss questions that don't
concern them," the mayor explained.
So now, the ten Moscow prefects will no longer sit in the Moscow
government. Sobyanin has also stripped them of their ministerial status.
The heads of seven out of ten Moscow administrative districts have already
been approved. Old prefects continue running the Southern, North Eastern
and Western administrative district as acting heads.

. Sobyanin to preserve taxies & shuttle buses on Moscow streets.

MOSCOW, November 21 (Itar-Tass) - The Moscow authorities will preserve
taxies and inner-city shuttle buses on city streets.
In a live interview with the "Vesti v Subbotu" ("News on Saturday")
program, Moscow Mayor Sergei Sobyanin said that taxies and shuttle buses
would remain on Moscow streets. He described them "as an organic
supplement to the existing public transport system".
But, Sobyanin said that taxies and shuttle buses should use separate
routes and operate only in places where they are really needed. "They
should operate where there are no big buses, where they are, indeed, in
demand. They shouldn't uase the same routes with buses or trolley-buses
and move in a mess on city streets."
Sobyanin said that situation with parking lots should be improved in
order to ease traffic problems in Moscow.
"We've closed a parking lot in front of the Ritz Hotel. The parking
cost 100 roubles an hour. The people who left their cars there did
shopping in the nearby boutiques where a button costs 100 roubles. But
they didn't want to leave their cars at the parking," the mayor went on to
say.
He added that no decision has been made as of yet to make all parking
lots in Moscow paid.
Sobyanin said the main task at present was to ensure unhindered
movement of public transport so that the lane designated for buses and
trolley buses should be free from cars. Muscovites should be given an
alternative before fees are introduced at all Moscow parking lots.

. Afghan president to visit Moscow on Jan 21.

LISBON, November 21 (Itar-Tass) -The president of Afghanistan will
visit Moscow on January 21 at the invitation of Russian President Dmitry
Medvedev.
"I will be waiting for you in Moscow on January 21," Medvedev told
Hamid Karzai at their meeting on Saturday.
In turn, the Afghan leader emphasized that he looked forward to
visiting Moscow to discuss expansion of cooperation with Russia, including
humanitarian ties.
President Medvedev said Afghanistan was an item in the agenda of the
Russia-NATO Council summit.
"We hope for strengthening relations with Afghanistan in every
possible way and wish you success in carrying out complex
transformations," the Russian president added.

. Ukraine to remain in control of its gas transportation system.

KIEV, November 21 (Itar-Tass) - Ukrainian President Viktor Yanukovich
said on Saturday that Ukraine would remain in control of its gas
transportation system, even if investors spend money on its modernization.
The press service of the Party of Regions reports that Yanukovich
believes that a joint venture with Russian and European investors won't
threatn Ukraine's control over its pipelines.
Yanukovich said that Russia had insisted on assistance to the
modernization but demanded control over the Ukrainian gas transportation
system.
"Whenever we talk about setting up joint ventures, there's no doubt
that Ukraine should hold the control stake in them if they are located in
the Ukrainian territory," the Ukrainian president emphasized.
