DRAFT LAW PRESENTED
Ulaanbaatar, Mongolia /MONTSAME/ The Head of the Office of the President of Mongolia, D.Battulga presented on Friday the Speaker of Great Hural, D.Demberel a draft law on financing of high education, salary of pupils and pensions as well as guarantee to students on scholarships and asked the Speaker to consider its document in the nearest future.
Laws on Education and Higher Education were adopted in 1995 and were amended in 2002 and 2006. However, clauses of these laws, concerning education funding, tuition fees, preferential loan and the guarantee of their social care, cannot be a lever and coordination in enhancing competitiveness and quality of higher education.
For the time being, higher education, in general, depends on tuition fees, and students are restricted from such opportunities as to get financial support or take the necessary services. Because of this, real need to develop the draft law requires a full consideration of the mechanism of financing higher education and applying integrated management of social protection and financial support for citizens who are not able to pay for their studies in universities.
The draft law consists of six sections, 20 sections and 160 clauses. The development of this draft primarily focuses on practices at the international level, effective practices in a true competition to provide services of quality education.
On the other hand, the law provides for improved quality and efficiency of higher education by introducing a many ways of providing students with scholarships and grants at their choice, governs an issuance of a financial support for those who wish to possess a higher education, provides students with concessional loans and opportunity to engage in labor during the study.
