NYC Fed prosecutor`s office to call news conf on Bout.

NEW YORK, November 17 (Itar-Tass) - The Federal prosecutor's office
of the Southern District of New York City on Wednesday calls a special
news conference dealing with the case of Russian businessman Viktor Bout,
who has been extradited from Thailand to the United States. An Itar-Tass
correspondent has learned this from sources close to NYC law enforcement
organizations.
The plane with Bout on board is heading to NYC. An official at the
Consulate General of the Russian Federation has told Itar-Tass that the
plane is expected to land at one of NYC airports at about 21:00 local
time, Tuesday.
It is not yet known whether officials of the Consulate General will be
able to contact Bout. Meanwhile Russian Deputy Foreign Minister Sergei
Ryabkov said that Russia had entered into contact with US authorities with
a view to gaining immediate consular access to the businessman.
"We are seeking an immediate consular access to Viktor Bout. He is a
Russian citizen and must possess all rights which any citizen of Russia
getting into trouble, into such a situation, has and which must be
respected," Ryabkov said.

.RF, UK justice ministries to sign Memo of Understanding.

LONDON, November 17 (Itar-Tass) - Russian Minister of Justice
Alexander Konovalov and UK Secretary of State for Justice Kenneth Clark
are to sign a Memorandum of Understanding between their ministries here on
Wednesday.
The document presupposes deeper cooperation in the following fields:
refinement of internal legislation of the Russian Federation and the
United Kingdom in the realm of justice; the establishment of contacts
between members of the legal profession of the two countries with a view
to supporting and developing juridical activities and facilitating access
to the market of juridical services; the building of societal confidence
in the judicial system; support for the independence of judges and other
judicial officials; the provision of guarantees of fulfilment by both
sides of their international obligations; the bringing of the work of
penitentiary institutions up to national and international standards,
including the exercise of an independent monitoring of them; the sharing
of experience in bringing about a positive impact by an effective judicial
system on an influx of foreign investments into the country.
At the close of the Memorandum signing ceremony, Konovalov and Clark
are to hold a briefing.
A Week of Russian Law (WRL) in Britain, organized by the
British-Russian law association and the UK Ministry of Justice, is also
timed to coincide with the ministerial meeting and the conclusion of this
accord.
A seminar on the theme of "Legal Mechanisms in the Fight against
Corruption in the Russian Federation" was held in London on Tuesday as
part of the WRL programme. The seminar, attended by Konovalov, was
organized with a view to building confidence and stepping up cooperation
between Russia and the UK in international efforts to combat corruption
and informing the UK judicial community of the latest tendencies in the
Russian legislation.

.Medvedev to congratulate RF athletes on their triumphs.

MOSCOW, November 17 (Itar-Tass) - President Dmitry Medvedev will
congratulate in person the Russian sportsmen, who distinguished themselves
of late in world and European championships in summer sports, in the
Kremlin here on Wednesday.
The Head of State has established a tradition, according to which
athletes are honoured shortly after the competitions in which they
excelled.
This time, a ground for Medvedev's meeting with sportsmen has been
provided by the brilliant victory, scored by Russian women volleyball
players over Brazil's Olympic winners last Saturday.
The President emphasized on numerous occasions, "We are really a
sports country. To develop sports is a very high State priority to us".

.Moscow city duma to examine amendments to budget.

MOSCOW, November 17 (Itar-Tass) - Members of the Moscow City Duma
legislature on Wednesday will examine amendments to the city's draft
budget for 2011. The amendments, suggested by the administration headed by
Sergei Sobyanin, will concern changes in the revenue-related part of the
document.
Vera Chistova, head of the Moscow city department of finance, said
earlier this week that in the new wording of the budget plan, budget
revenue would grow by 51,600 million roubles, expenditure would increase
by 96,900 million roubles, and budget deficit would be 45,300 million
roubles larger than the previously estimated one.
