APEC to adopt final docs, Medvedev to meet Obama on sidelines
YOKOHAMA (Japan), November 14 (Itar-Tass) - The final gathering of the
18th APEC Economic Leaders' Meeting (AELM) will be held at the Japanese
port city of Yokohama on Sunday. President Dmitry Medvedev represents
Russia at the event. The Russian leader will have perhaps the most
important meeting on the sidelines of the forum - with US President Barack
Obama. Medvedev will travel back to Russia on Sunday evening.
The two leaders have traditionally used the possibility of major
international forums in order to hold a separate conversation. The current
meeting will be held at Intercontinental Yokohama Grand Hotel, in which
the US leader is accommodated.
Russia hopes that the change in the balance of forces in a renewed US
Congress will not lead to new interpretation by the US legislators and
political elite of the US national interests, to revision of the course
towards strengthening of relations with Russia. Russian Foreign Minister
Sergei Lavrov told reporters about this on November 12. "I hope that not
tactical considerations in trying to beat the other party prevail in the
US Congress, but the understanding of US core interests," the Russian
foreign minister said. "The term resetting reflects an understanding by
the US administration of the need to change its policy towards Russia,"
Lavrov said. He noted real changes occur today in the cooperation
atmosphere, to which the signing of the START Treaty testifies first of
all. "As to the influence of the results of the US congressional elections
I will not make suppositions, domestic problems had always played their
role that affected also the foreign policy," Lavrov said.
The working meeting will allow the APEC leaders to summarise the
results of the Yokohama meeting. On Saturday, the Heads of State and
Government held several sessions, as well as a meeting with members of the
APEC Business Advisory Council. The main conclusions of the discussions
that were held are contained in the Declaration, which will be made public
after the forum.
Russian presidential aide Sergei Prikhodko, commenting on the agenda
of the second working day of APEC heads of state, said that "they are to
endorse the development strategy worked out this year that is aimed at
implementing the balanced, sustainable, comprehensive, innovative and
secure growth in the post-crisis period." It is planned to adopt a
separate statement of the leaders with an "evaluation of the results of
work for building a system of free and open trade and investment
activities by the developed APEC member countries by the end of 2010, and
developing ones - by 2020." This is a programme task of the forum, said
the Russian presidential aide. He also stressed that "Russia is ready for
dialogue on trade liberalization in bilateral and multilateral formats, of
course, taking into account our economic and trade objectives and
obligations to partners in the Customs Union."
Prikhodko continued that "a special item on the forum's agenda will
traditionally be the discussion of the prospects of the Doha Round of WTO
negotiations. WTO accession remains a key priority of Russia's foreign
policy." According to him, attention will also be paid to the continuous
build-up of efforts under the Human Security protocol. "It implies
fighting with terrorism, the provision of transport, foodstuff, energy,
and information security, as well as preparedness to tackle emergency
situations and the spread of diseases, involvement of the civil society
potential in countering new challenges and threats in the APEC space,"
Prikhodko said.
During this summit, Russia is to propose the date of the meeting of
leaders of APEC economies in 2012, to be held in Vladivostok. The APEC
Summit of 2011 will be held in the United States.
APEC brings together 19 countries in the Asia-Pacific region and two
territories - Hong Kong and Taiwan. Along with Russia, they include such
important economic world powers as Canada, China, Korea, Mexico, the USA
and Japan.
A moratorium on expanding the membership of APEC is currently in
effect. The question of lifting or extension of the term of the
moratorium, which expires this year, will also be discussed at the forum.

WUHAN (China), November 14 (Itar-Tass) - Russian Foreign Minister
Sergei Lavrov is arriving in Wuhan on Sunday where he will take part in a
ministerial meeting in the "Russia-India-China" (RIC) format on November
15.
"In the context of the G20 summit in Seoul the sides will discuss
issues linked with the process of reform of the global financial
management system and international financial institutions, as well as
building up of interaction of Russia, India and China within the BRIC and
G20 framework," the RF Foreign Ministry noted. "They are to 'synchronise
watches' on the energy security issue and climate problems," it said
"The ministers will focus on the formation of a new, improved security
and cooperation architecture in the Asia Pacific Region and the RIC role
in the system of multilateral regional associations. The parties will hold
a dialogue in compliance with the joint initiative on strengthening
security and cooperation in APR that was put forth by the leaders of
Russia and China," the ministry said.
The ministers of the three countries will also plans of coordination
of actions of Russia, India and China within the multilateral regional
associations - the SCO where India has an observer status; the ASEAN
Regional Forum on security; the Conference on Interaction and Confidence
Building Measures in Asia; and the Asia Cooperation Dialogue.
"In light of Russia's entry in the East Asia Summit and the
Asia-Europe forum that also involve India and China the three countries
have a possibility to develop close cooperation," the ministry said.
The 10th ministerial meeting will focus on such key regional issues as
the situation in Afghanistan, Iran's nuclear programme and the Middle East
settlement.
The tripartite format was founded in 2003-2005 on the results of the
meetings of the foreign ministers of Russia, India and China on the
sidelines of the UN General Assembly in New York. Since 2005 these
meetings have become regular - held in succession in Russia, India and
China. In 2006 the first RIC summit was held in St. Petersburg. In 2011
Russia will preside in RIC and the next ministerial meeting will take p
lace in Russia. It is also planned to hold in Moscow the third RIC
Business Forum.
