NKorea paper urges two Koreas to improve relations.

PYONGYANG, November 1 (Itar-Tass) - North Korea's leading Rodong
Sinmun newspaper on Monday urged South Korea to abandon the policy of
confrontation with South Korea and seek to improve bilateral relations.
The improvement of relations between the two countries "is a major
precondition for peaceful and independent unification of the Fatherland,
for the establishment of peace and prosperity," the newspaper wrote on
Monday. It said the joint declarations of June 15, 2000 and October 4,
2007 opened the road towards unification.
The article stressed that the Soul administration must "abandon the
policy of confrontation with the Democratic People's Republic of Korea and
begin implementing provisions of those documents that have become symbols
of national reconciliation".
As long as Seoul pursues hostile policy in relations with North Korea,
"a threat to peace and security remains on the Korean peninsula". If the
South Korean authorities do seek the unification of the South and the
North, they must "respect joint declarations and sincerely react to offers
of a dialogue and talks," the newspaper stressed.
The first declaration was signed during a visit to Pyongyang of the
then President of South Korea Kim Dae Jung, who met with North Korean
leader Kim Jong Il.
At a ceremony in Pyongyang on October 4, 2007, North Korea's Kim Jong
Il and the then President of South Korea, Roh Moo-Hyun, signed a
declaration on peace and joint prosperity, consisting of eight clauses.
That document summed up the results of the inter-Korean summit. It
urged the two Koreas to end enmity and establish peace.
