BISHKEK, November 1 (Itar-Tass) - Kyrgyzstan's central election
commission plans no ballot recounting, the chairman of the central
election commission, Akylbek Sariyev, said on Monday announcing the final
results of the October 10 parliamentary elections.
"We will not do this although representatives of many political
parties insist on this," he said. "But there are also many parties that
oppose the ballot recounting."
He noted that the central election commission thoroughly checked all
voting papers therefore it delayed the announcement of results for almost
three weeks. At the same time Sariyev underlined that the results will be
officially recognized as soon as they made public by state media on
November 2.
Five parties that passed a five percent threshold will form Kyrgyzstan'
s parliament, he said. Ata-Zhurt will get 28 seats, the Social Democratic
Party - 26 seats, Ar-Namys - 25 seats, Respublika - 23 seats and Ata-Meken
- 18 seats.
Twenty-nine political parties ran in the parliamentary race.
Voter turnout was high, almost 56 percent. Nearly 2.85 million people
were eligible to vote for 120 legislators.
In compliance with the country's laws, the president has the right to
order one and the same party twice to form a majority coalition as none of
the parties won a majority. If two attempts fail, legislators have the
right to do this on their own within 45 days, otherwise the parliament
will be dissolved and new elections will be announced.
Meanwhile, leaders of those parties that failed to pass a five percent
hurdle call the elections as illegitimate, as they were conducted on the
basis of the election code, and not on the basis of the constitutional law.
