Norway calm about mounted Russian Navy activities

WASHINGTON, October 29 (Itar-Tass) -- Norwegian Defense Minister Grete
Faremo said official Oslo does not view mounted activities of the Russian
Navy in northern seas as a threat to her country.
"As Russia gradually recovered economically we have seen increased
military activities in the area. We do not interpret these Russian
activities as hostile or specifically directed against Norway," she told
Tass on Thursday.
"On the contrary, we want to expand our cooperation with Russia on
military issues," said Faremo who is paying a visit to the United States
to discuss security in the Arctic in the context of ongoing climate
changes.
The minister praised the latest bilateral Pomor-2010 naval exercise
held in June in the Barents and Norwegian Seas.
"It was a very good experience for us. The exercise was a success. We
are currently studying additional possibilities for (military)
cooperation," she said adding new exercises may be agreed soon.
In Pomor-2010 the Norwegian Navy was represented by guided missile
frigate Otto Sverdrup, Coast Guard ship Nordkapp, the Orion patrol
aircraft, F-16 fighters and Lynx helicopters, while Russia's Northern
Fleet was represented by the Severomorsk destroyer, Il-38 ASW aircraft,
Su-33 fighters and a Ka-27 naval helicopter.
Faremo said Norway is specifically interested in joint search and
rescue operations of the coast guards of both countries, as well as in
joint control of the environment and resources.
The minister praised the bilateral agreement on delimitation of sea
space in the Barents Sea and the Arctic Ocean and expressed hope it will
be ratified by both countries as soon as possible.
.Russia to float out new lead frigate.
ST. PETERSBURG, October 29 (Itar-Tass) -- The Northern Shipyards will
float out on Friday the Admiral Gorshkov frigate, the lead warship of
Project 22350 of the Northern Design Bureau.
The off-shore maritime zone frigate is to join the Russian Navy in
2011.
Its construction began in February 2006. The warship has a
displacement of 4500 tons, a length of 135 meters and a width of 16
meters, and 4.5-meter deadweight, Chief Designer Vladimir Yukhnin told
Tass.
It will be equipped with a powerful artillery complex and anti-ship
and anti-submarine missiles.
After a 15-year break the frigate will become the first Russian
off-shore maritime zone warship intended for anti-submarine and assault
missions.
The Northern Shipyards are building the second frigate of the series,
Admiral Kasatonov.
.EU agrees on stricter budgetary discipline.
BRUSSELS, October 29 (Itar-Tass) -- The European Union agreed in
principle on Thursday to introduce "limited changes" to the bloc's main
Lisbon treaty in order to tighten budgetary discipline.
That means leaders of 27 countries reached a compromise that opens the
way for an anti-crisis mechanism to safeguard the stability of the
eurozone. At present the Lisbon treaty does not allow European Union
countries to provide financial assistance to member-states on the brink of
bankruptcy.
The summit also gave a mandate to EU President Herman Van Rompuy to
prepare the changes to the Lisbon treaty.
Van Rompuy said the bloc was planning a "robust and credible permanent
crisis mechanism to safeguard the stability of the eurozone as a whole."
He said the aim was to "deter bad budgetary behavior" by fining countries
that run excessive deficits and debts. Also their budgets will come under
review by the EU.
The summit did not accept the German proposal to strip the violators
of the euro rules of their voting rights in the EU.
.Volcanoes stop throwing ashes on nearby Kamchatka town.
PETROPAVLOVSK-KAMCHATSKI, October 29 (Itar-Tass) -- Two volcanoes in
Kamchatka that brought the life in a nearby settlement to a standstill
stopped throwing out ashes on it on Friday, according to deputy head of
the local administration.
Shiveluch and Klyuchevskaya Sopka volcanoes covered Ust-Kamchatsk town
with a 2-3 centimeter layer of ashes in one day of eruption forcing
authorities to close schools and kindergartens and ask people to stay at
home.
"Although ashes stopped falling the air is full of cement-color
volcanic dust," Yuri Belan told Tass by telephone from Ust-Kamchatsk.
The local Geophysical Service told Tass the two volcanoes remain
active, but the intensity decreased.
"The tail from eruptions is already 1.5 thousand kilometers long and
has reached the Aleutian Islands. It currently goes to the north of
Ust-Kamchatsk," said Sergei Senyukov from the Geophysical Service.
Kamchatka regional government said no disruptions occurred in
life-supporting systems of Ust-Kamchatsk and no accidents were reported.
Road communications have resumed, but the air space over the town remains
closed.
