Kyrgyzstan annuls election results at 9 polling stations abroad.

BISHKEK, October 28 (Itar-Tass) - Kyrgyzstan's Central Election
Commission has annulled election results at nine voting stations abroad on
Thursday.
The CEC officials moved to invalidate the results of the parliamentary
election at these polling stations due to mass violations by members of
election commissions. Specifically, they put citizens on additional lists
without their official applications, made inaccuracies in listing the
voters and omitted numbering and seals in final protocols.
"The voting results were canceled in Kiev, Novosibirsk, New York,
Tehran, Dubai, London, Geneva, Berlin and Frankfurt-on-Main," a Kyrgyz CEC
official said after its session on Thursday.
Earlier, the CEC invalidated the voting results at four polling
stations in Moscow, St.Petersburg, and Kazan.
The CEC decided to forward the relevant statements to the Foreign
Ministry and the Prosecutor General's Office demanding that the heads of
the diplomatic missions were violations have been detected, be held
responsible.
Meanwhile, CEC chairman Akylbek Sariyev emphasized that after a
lengthy verification of protocols, election officials estimated the number
of voters in the country. The electorate exceeded three million people.
His statement effectively dashes the hopes of Butun Kyrgyzstan ("One
Kyrgyzstan") to enter the parliament. Its representatives claimed that
they had cleared the 5-percent barrier given the fact that the CEC
initially said Kyrgyzstan had a 2.85-million electorate.
During the October 10 parliamentary election, 56 percent of the
2.85-million electorate came to voting stations. Twenty-nine parties were
competing for 120 seats in the parliament. Just five of them cleared the
5-percent barrier, with 0.5 to 3 percent differences. Ata-Zhurt which
finished first is expected to get 28 seats. It is followed by Social
Democrats (26 mandates), Ar-Namys (Dignity) that hopes for 25 seats, and
Respublika (23 seats). Ata-Meken (Fatherland) finished last, and is
expected to get 18 seats. The CEC continues to verify the voting
protocols, and the final results are due to be announced later.
