Putin to visit Samara rgn, to chair meeting on oil industry development

MOSCOW, October 28 (Itar-Tass) -- Prime Minister Vladimir Putin will
visit the Samara region on Thursday, October 28, where he is scheduled to
chair a meeting on the draft general plan for the development of the oil
industry up to 2020.
He will also visit the Novokuibyshev oil refinery and the
Novokuibyshev oils and additives plant.
The general plan for the development of the oil industry up to 2020
calls for comprehensive development of all sub-industries in the oil
sector: geological prospecting, production, infrastructure development at
oil and gas condensate fields, associated gas utilisation, sale of oil and
petrol products, oil processing, and transport infrastructure.
The purpose of the document is to identify the terms, up to 2020, that
will ensure the maximum budget and economic effect from the oil industry,
and the main guidelines for its development with regard to regions,
timeframes and key investment projects.
The implementation of the general plan should bring liquid hydrocarbon
production to 505 million tonnes by 2020, improve the degree of oil
processing to 85 percent, keep processing at 230-240 million tonnes,
ensure comprehensive development of oil-producing regions, and create new
jobs in the oil, construction and related sectors.

.Ukraine, Russia to set up JV for building nuclear fuel plant.

KIEV, October 28 (Itar-Tass) -- Ukraine and Russia will set up a joint
venture that will build a nuclear fuel plant, according to the agreement
signed by the Russian company TVEL and the Ukrainian state-owned concern
Nuclear Fuel on Wednesday, October 27.
Yuri Olenin of TVEL and Tatyana Amosova of Nuclear Fuel signed the
document.
TVEL was recognised as the partner of the Ukrainian company based on
the results of the tender. The corresponding decision was adopted by the
Ukrainian Cabinet of Ministers on September 22, 2010. The plant will be
built in Ukraine. Its location will be determined in a feasibility study.
The plant with the capacity of 400 tonnes of uranium a year can be
commissioned in 2013, provided Ukraine selects and approves the
construction site promptly.

.Ukraine pays Russia for launching its satellite -- space agency chief.

KIEV, October 28 (Itar-Tass) -- Ukraine has paid Russia for launching
its Earth remote sensing satellite Sich-2, the Director-General of the
country's National Space Agency, Yuri Alexeyev, said.
The launch is scheduled for December 16. "The schedule has been signed
for December 16. We have made the full payment to Russia," Alexeyev said
after a meeting of the Ukrainian-Russian commission of the
inter-governmental committee on economic cooperation on Wednesday, October
27.
The satellite will be orbited by a Dnepr carrier rocket from Baikonur
in Kazakhstan.

.Russia-Ukraine relations heading for real partnership -- Gryzlov.

ST. PETERSBURG, October 28 (Itar-Tass) -- Real prospects for a
constructive working dialogue and partnership are opening up in bilateral
relations between Russia and Ukraine, including in the inter-parliamentary
field, State Duma Speaker Boris Gryzlov said.
"Qualitative changes in the nature of the interstate dialogue between
Moscow and Kiev were brought about not only by the 'reset' of
Russian-Ukrainian economic cooperation, but also by major progress in the
humanitarian dimension of Ukraine's foreign and domestic policy," Gryzlov
said after a meeting with Ukrainian parliament speaker Vladimir Litvin on
Wednesday, October 27.

.French, RF companies to team up for railway modernisation in
Kazakhstan.

PARIS, October 28 (Itar-Tass) -- French and Russian companies will
team up for upgrading Kazakhstan's railway roads.
Cooperation will be based on the contract that was signed in France on
Wednesday, October 27, by Kazakhstan Temir Zholy, Alstom and
Trashmashkholding CEOs in the presence of French President Nicolas Sarkozy
and Kazakhstan's President Nursultan Nazarbayev.
The companies will supply 295 locomotives to Kazakhstan. The contract,
estimated at 1.3 billion euros, will enter into force on March 11, 2011.
This is the first contract won outside Russia by Alstom and
Trashmashkholding as part of their strategic partnership, Alstom press
secretary for transport Isabelle Tourancheau said.

.Russia-Italy inter-parliamentary ties help strengthen relations --
Sliska.

ROME, October 28 (Itar-Tass) -- Inter-parliamentary ties between
Russia and Italy help make relations between the two countries stronger in
all fields, State Duma deputy speaker Lyubov Sliska said.
She led the Russian delegation to a meeting of the Russian-Italian
inter-parliamentary commission that was held in Rome on Wednesday, October
27.
"We had a very fruitful dialogue on four vital issues: the fight
against organised crime, the results of anti-crisis measures and new
challenges created by the crisis, immigration problems, and the
preparation of the cross-year of Russian and Italian culture. The latter
question was perhaps the simplest - everyone noted an excellent
preparation of this cultural initiative," Sliska told Itar-Tass.
