Russia to borrow US drug addict rehabilitation experience
WASHINGTON, October 22 (Itar-Tass) -- Russia will borrow U.S.
experience to cure and treat the growing army of drug addicts who the
chief anti-drug official estimated at close to nine million people.
The experience "is not only acceptable, but is already used in the
Russian Federation," Viktor Ivanov said on Thursday.
He said until recently Russia resorted only to police methods and
criminal punishment to fight illegal drug turnover. "We have analyzed the work and realized the problem cannot be resolved only through police actions.
It is extremely necessary to decrease the demand for drugs, to treat drug addicts and rehabilitate them for active social and economic life," Ivanov said.
During his visit to the United States he met the leadership of two
major non-profit substance abuse services, Phoenix House and Shields for Families.
Ivanov said Russia so far has three state-run rehabilitation centers and close to 80 departments, as well as 600 private profit and non-profit centers. "Unfortunately, there are no common (treatment) methods, but they definitely profess common principles," Ivanov said.
