Russian,Turkmen presidents to discuss inter-state relations
MOSCOW, October 21 (Itar-Tass) - Russian and Turkmen presidents will
on Thursday meet on the Caspian Sea shore to discuss inter-state relations
and questions of regional and international politics that represent mutual
interests. President Dmitry Medvedev is arriving in the Caspian city of
Turkmenbashi for a two-day working visit, the Turkmen government press
service reports.
This is Medvedev's fourth visit to Turkmenistan (the previous ones
were held in July 2008, September and December 2009). The Kremlin press
service reports that positive and trustful relations between the leaders
of the two countries make it possible to discuss and find a constructive
solution to any question.
Bilateral talks will dwell on a wide range of issues related to
bilateral cooperation such as the fuel and energy sector, agriculture,
transport, telecommunications as well as prospects for expanding
production cooperation and deliveries of engineering products.
The two countries admit that partnership in the oil and gas sector is
strategically important. . In 2003, Russia and Turkmenistan signed an
inter-governmental Agreement for cooperation in gas industry in a
long-term perspective (up to 2028). In December 2009, the two countries
signed an Agreement on cooperation in the energy sector and machine
engineering.
A 200-km gas pipeline from Central Karakum to Yilanli had begun
operation a week before President Medvedev's visit. Turkmen President
Gurbanguly Berdymukhamedov said that the gas pipeline could increase the
amount of gas pumped to Russia. The pipeline had been built with
participation of the Itera group of companies. The pipeline connects gas
deposits in Central Karakum to the "Central Asia-Centre" pipeline, which
services the deliveries of Turkmen gas to Russia.
Special attention will be paid to trade and economic cooperation. In
2009, bilateral trade turnover (without gas supplies) exceeded one billion
dollars (January-August - 577.3 million dollars). At present, Turkmenistan
has 138 ventures with Russian capital; 124 joint projects worth about one
billion dollars have been registered in the republic. Several Russian
companies are actively working in the Turkmen market. They are joint-stock
companies "Strojtransgaz", "Itera", "Kamaz" and "Mobile Telesystems."
The Inter-Governmental Commission for economic cooperation will hold
its fifth regular meeting in Ashgabad in November.
As usual, education and humanitarian sphere occupies a special place
in Russian-Turkmen relations. The existing legal foundation has created a
good basis for further cooperation in those spheres. A Russian-Turkmen
secondary school named after Alexander Pushkin and the Russian State
University of Oil and Gas named after I.M. Gubkin work in Ashgabad.
President Medvedev is going to visit the Avaza national tourist zone, a new world class resort where investors will find soft customs and tax conditions.

within the framework of the CIS and SCO, exchange views on urgent regional and international problems, including the situation in Afghanistan and the Central Asian region.
