Institute for rational use of energy to appear in Siberia

NOVOSIBIRSK, October 19 (Itar-Tass) - A special research institute is
due to appear in the world-famous Academic City /Akademgorodok/ near
Novosibirsk soon for tackling the problems of rational utilization of
energy.
Officials at the public relations center of the Siberian Branch of the
Russian Academy of Sciences told Itar-Tass the new organization will be
called the Institute of Power Electronics and Electric Engineering.
The operating floors for the new institute will be provided by the
Novosibirsk State University of Technology and an enterprise reporting to
the state nuclear power corporation Rosatom. The university and Rosatom
are also the co-founders of the institute, along with the Siberian Branch
of the Academy of Sciences.
"The scientists have approached the problems of energy utilization
with much rationale," says Dr Gennady Kulipanov, a deputy director of the
Institute of Nuclear Physics.
He believes that a natural division of labor, under which the
researchers will do the scientific part of the work and the Rosatom
subsidiaries will take charge of the design and experimental works, may
prove highly efficacious in this field.
Rational management in electric power generation is a crucial and
highly demanded technological guideline for Russia's economy.
Researchers in Siberia have accumulated some very promising R & D
results that have proved quite effective. For instance, the Institute of
Nuclear Physics has designed small-dosage Roentgen scanners that have
already been installed at the airports of St Petersburg, Novosirbirsk and
Khanty-Mansiysk.
The latter devices are viewed today as the most efficacious
instruments for detecting hidden objects and substances, including the
ones that people may be carrying on their bodies.
According to Gennady Kulipanov, the scanners are also much needed at nuclear power plants, in court buildings and at banks.
"The problem impeding their large-scale introduction is that the
developers are experiencing a shortage of working financial assets," he said.
Novosibirsk researchers boast one more novel gadget - a system of
stand-alone power supplies for the Tupolev jets.
At this moment, the scientists are designing a Russian model of the hybrid car engine.
