APEC agriculture ministers take declaration on developing agriculture
NIIGATA, October 17 (Itar-Tass) - Participants in the Asia-Pacific
Economic Cooperation forum regard it as important to develop the
agricultural sector as a whole and to increase its produce to ensure food
security, says a declaration, adopted here on Sunday by the results of the
three-day meeting of the agriculture ministers of the region, including
Russia. The Russian delegation was headed by Agriculture Minister Yelena
Skrynnik.
The final document notes that the solution of this task is called upon
"to ensure better food security of the regional association and each of
its participants". The Niigata declaration points to the need for
"developing countryside areas and villages", "responding quickly to
emerging damage in the sphere of agriculture and to changes in the global
climate, taking place in the zone," as well as "for improving the
agricultural business, the system of investments and trade, consolidating
trust between participants in the regional market of agricultural produce".
Ways of achieving aims, spelled out in the declaration, are recorded
in a joint action plan, which was also approved in Niigata at the
ministerial level.
It points to importance of achieving improvement of conditions for
"ensuring accessibility of foods," creation of joint "information
platform" and stepping-up of working contacts of experts to regulate
exchange of experience and development of measures for responding to
emerging difficult problems.
The meeting on food security is held within the APEC for the first
time in 20 years since its establishment at the initiative of Japan, which
performs this year, the role of acting forum chairman. The Niigata meeting
was also attended by representatives of several specialised UN agencies,
the Asian Development Bank and the World Bank.
Proposals by ministers will be taken into account while preparing the
main documents for the coming APEC summit to be held in Yokohama on
November 13-14, in particular in a draft strategy of the region's growth.
This association includes 21 economies of the Asia-Pacific region,
including Russia, China, the US, South Korea and Japan. On the whole, they are responsible for over 50 percent of the global GDP and 44 percent of world trade.
Russia has been participating in the forum since 1997and will stage an APEC forum for the first time in Vladivostok on Russky Island in 2012.
