Maoists propose CMP but say they will form minority govt
Shirish B Pradhan Kathmandu, Aug 2 (PTI) Isolated in the presidential poll, Maoists Friday said that they will not shy away from forming a minority government in Nepal while proposing a common minimumprogramme to woo other parties to their camp.
"We will try to form a majority government if a consensus cannot be reached," Maoist spokesman Krishna Bahadur Mahara told reporters after a two-day marathon central committee meeting that discussed ways to end the nearly three-month longpolitical political deadlock.
The CPN-Maoist, which has 227 seats in the 601 member Constituent Assembly, has decided to explore all possibilities of forming the next government under its leadership, the leader said, adding "as a last option, we will try to form aminority government if the two above options fail.
Mahara said the party will start consultation with other political parties from in an attempt to forge consensus amongall the political parties.
"We want to form a consensus government," he said.
He repeated the party's demand for dissolving the three-party alliance consisting of Nepali Congress, CPN-UML, and Madhesi People's Rights Forum which defeated the Maoistcandidate in the presidential poll late last month.
Mahara said the party will also formulate a common minimum programme that will be presented a an all party meeting. During the brainstorming, some members also advised the leadership to revive its alliance with the CPN-UML which broke after Maoists refused to back UML's presidentialcandidate Madhav Kumar Nepal.
However, the CPN-UML has ruled out the possibility of reviving their alliance as they feel the Maoists deceived them during the presidential poll. "Our party has stressed on forming a government on the basis of national consensus," saidCPN-UML's central member Shanker Pokharel.
The Maoists with the support of CPN (UML) which has 107 seats can cross the magic figure of 301 or simple majority inthe Assembly.
"We are not in favour of forming a fresh alliance withthe Maoists to form next government," Pokharel said.
"We will neither join a Maoist-led majority government nor a government formed by other parties excluding theMaoists," he made it clear.
Meanwhile, the Nepali Congress, the second biggest group in the Assembly, and CPN-UML Friday blamed the Maoists for the stalemate over government formation, saying the former rebels have failed to take adequate steps to "build nationalconsensus".
"We have agreed that a basis to forge a national consensus should be formed in order to constitute a new government," said Nepali Congress vice-president and acting Prime Minister Ramchandra Poudyal after holding discussionswith CPN-UML general secretary Jhala Nath Khanal.
"The Maoists have not yet created the basis for building national consensus which was essential to form a newgovernment," he told PTI.
During the meeting, they also agreed to continue cooperation between the two major parties, he said. PTI SBP
