RI'S PUBLIC SERVICES SYSTEM STILL UNABLE TO SOLVE SOCIAL PROBLEMS
Semarang, August 1 (ANTARA) - Indonesia's public service system still lacks a significant capability to solve social problems such as poverty, unemployment, inferiority, and injustice, State Minister for Administrative Reforms Taufik Effendi said here on Friday.
Speaking at a national seminar themed "Bureaucratic Reform Toward Better Public Service in an Effort to Meet People's Constitutional Rights" the minister said bureaucratic restructuring was needed to improve the quality of public services.
He admitted the people in general realized that the quality of public services in Indonesia remained low because it was influenced by a number of factors.
The first factor, according to him, was the low quality of human resources , competitiveness, discipline, corrupt behavior, and lack of integrity.
In addition, he said, the employment management system was not well-integrated with the public services system. The euphoria of regional expansion was also one of the factors which influenced the public service system.
Effendi added that in the management sector, there were still ego-sectoral and overlapping relations among institutions, and the misinterpretation of autonomy.
Consequently, he said, Indonesia was not an attractive place for business and investment activities because of its bad public services.
Therefore, he expressed hope that academicians and intellectuals should participate actively to efforts to improve the social services sector.
