Prachanda discusses govt formation with President By Shirish B Pradhan
Kathmandu, Jul 31 (PTI) - As wrangling among key parties left Nepal without a formal administration over three months after the polls, Maoist chief Prachanda Wednesday met President Ram Baran Yadav to discuss issues relating to government formation and building consensus among allpolitical groups.
Prachanda called on Yadav at the Rashtrapati Bhavan here, a day after his party, which emerged the largest group in the landmark April 10 Constituent Assembly polls, was invited by the Indian-origin President to form a government within sevendays by forging national consensus.
During the meeting, issues relating to government formation and building consensus among all political partiescame up, sources at the Rashtrapati Bhavan said.
Prachanda has intensified consultations with smaller parties on ways to form the next government as Prime Minister Girija Prasad Koirala's resignation has already been acceptedby the President.
"We have been trying to reach a consensus among 25 political parties to form the next government," senior Maoist leader C. P. Gajurel told PTI. "We will make our claim to the President only after forging a consensus among all the political parties having representation in the Constituent Assembly." "We are also holding discussions with the Nepali Congressand CPN-UML for their inclusion in the government," he said.
However, these two parties have not yet presented their clear view on whether they want to join the government or not, headded.
The matter relating to power-sharing has not yet come up, he said, adding "first of all we will finalise the common minimum programme before forming the government and discuss the matter with other parties." However, Nepali Congress and CPN-UML leaders said they have not yet been approached by the Maoists after thePresident called for formation of a new government.
"As the Maoists have been given seven days' time for government formation we will see how the Maoists bring their proposal to seek our support to form the new government," saidNepali Congress General Secretary Bimalendra Nidhi.
He said Nepali Congress has not yet decided whether to join a Maoists-led government, adding it will be finalised after Koirala returns from the SAARC summit to be held in theSri Lankan capital Colombo later this week.
The CPN-UML is also cautious about joining a Maoists government as the former rebels withdrew their support to its Presidential candidate just ahead of the poll for the covetedpost recently.
The Maoists backtracked on their promised to supportCPN-UML leader Madhav Kumar Nepal in the Presidential poll.
Several rounds of talks have been held so far between the CPN-UML leaders and Maoists over the issue of governmentformation, but no progress has been made.
"The Maoists have not yet discussed with us the matter concerning government formation after the call made by the President and we are waiting for the Maoists' proposal in thisregard," said CPN-UML leader Bhim Rawal.
"The Maoists should correct their past mistake and we should get assurance that we will not be deceived again," he added. PTI SBP HMK
