United Russia leading convincingly in Tuva parliamentary elections.

GORNO-ALTAISK, October 11 (Itar-Tass) -- The United Russia Party is
leading convincingly in the Sunday elections to Tuva's Supreme Khural
(republican supreme legislature).
After the votes were counted at 104 from 186 polling stations United
Russia gained 79.23% of votes, Just Russia polled 11.01%. The Communist
Party is running third with 3.42%, the LDPR is ranked fourth with 2.06%
and the Patriots of Russia are at the fifth position with 0.95%, a source
in the republican elections commission told Itar-Tass.
A new parliament in Tuva will include 32 deputies, 50% of whom were
elected on party lists and 16 deputies in single-mandate constituencies.
The turnout has made more than 70% from 169.4 thousand Tuva voters.

.Shchelkovo mayoral polls in Moscow region to be contested in court.

MOSCOW, October 11 (Itar-Tass) -- The mayoral elections in the town of
Shchelkovo, the Moscow Region, will be contested in court, deputy chairman
of the Central Elections Commission (CEC) Leonid Ivlev said on Sunday.
According to him, the Shchelkovo town court received a plea putting
the validity of the Shchelkovo mayoral elections in question. "A court
session is scheduled for October 12," Ivlev noted.
He elaborated that the plea is that a ballot paper had two stamps:
that of the district election committee and another one of the territorial
election committee, the plaintiff stated. The first stamp is to be put
under the law, but the territorial election committee can put its own
stamp, Ivlev noted. He assumed that "the territorial election committee
has most likely taken this decision, but the plaintiff was content that
two stamps were put." "It seems like a suit was prepared (in advance). The
number of one polling station was stamped on it initially, but then it was
crossed off and another number was written," the CEC deputy chairman
stated.
Meanwhile, most violations were petty, Ivlev remarked. "Some of them
were attempts to bribe voters at low prices of 100-150 roubles," he noted.
Ivlev confirmed that "all these cases were curbed by the police and
police protocols were made up."
Meanwhile, Ivlev noted that one incident was obviously criminal. Some
false bomb threat caller claimed that several polling stations are mined
at the by-elections of a deputy in the Vladivostok city legislature. "The
number of the caller was detected, and the caller was identified," Ivlev
stated. He believes that "it is an act of extremism and security services
are to investigate it."
In general, according to Ivlev, 76 complaints and requests have come
to the CEC during the election day, but they "are insignificant violations
that could affect strongly the election results." "Experts and public
observers consider that the elections comply with the legislation," Ivlev
pointed out. According to Ivlev, political parties lodged 11 complaints,
five of which are signed by LDPR representatives. State Duma deputies
filed four complaints, candidates running in the elections and members of
elections committees - 24 requests and voters - 13 complaints.

.Communists win convincing victory at Angarsk legislative polls.

IRKUTSK, October 11 (Itar-Tass) -- The Communist Party has won a
convincing victory at the Sunday elections in the Angarsk city legislature
in the Irkutsk Region. According to preliminary election results, the
Communists have won 12 out of 15 seats in the local legislature, a source
in the regional election commission told Itar-Tass on Monday.
The turnout has made 37.75% from all registered voters. Some 98
candidates, including 15 from United Russia, the Communist Party, LDPR and
13 from Just Russia were running for 15 seats in a new city legislature.
Self-nominees were elected for the remaining three seats. Candidates
from United Russia, LDPR, and Just Russia will remain without mandates.
On the common election day Angarsk was to hold the city mayoral
elections. But after the defeat at the October 2009 and March 2010 mayoral
elections in Irkutsk (a Communist candidate won), Bratsk (a Communist
candidate won) and Ust-Ulimsk (a Just Russia candidate won) the United
Russia regional branch has amended the Angarsk city charter taking
advantage of the majority in the previous city legislature. So, deputies
of the new city legislature will elect Angarsk mayor.
